To the Members of the American Correctional Association, As we present the nominations for the 2027–2029 election cycle, I would like to take a moment to reflect—both with gratitude and with a deep sense of purpose—on what this moment represents for our Association and for the profession we serve. First and foremost, I extend my sincere appreciation to each individual who has stepped forward as a candidate for leadership. Choosing to lead within the American Correctional Association is not a simple decision; it is a commitment to service, to accountability and to the continued advancement of professional corrections. It requires time, thoughtfulness and a willingness to shoulder responsibility on behalf of peers across the country and around the world. Your willingness to answer that call speaks volumes about your dedication—not only to ACA, but to the future of our profession. I would also like to extend a heartfelt thank you to the members of the Nominating Committee. Your work is both critical and demanding, requiring careful consideration, integrity, and a steadfast commitment to fairness and excellence. We often speak about corrections as a profession, but it is more than that—it is a calling grounded in resilience, integrity and purpose. Those who serve in corrections carry an extraordinary responsibility: to maintain safety, to uphold justice and to support opportunities for change and rehabilitation. It is work that is demanding, often unseen, yet absolutely essential to the fabric of our communities. Leadership within ACA helps shape how that work evolves. It influences standards, training, advocacy and the national conversation about corrections. It supports our collective ability to address critical challenges—from workforce development and staff wellness to innovation, accreditation, and public trust. The individuals you see in this nomination booklet have chosen to be part of that effort—to help guide our Association forward at a time when strong, principled leadership has never been more important. Onsite voting will also take place at the 156 Congress of Correction. th Voting will close on Saturday, August 1, 2026 at 4:00 pm EST. Candidates This year’s slate of candidates was selected by ACA’s Nominating Committee. Candidates were chosen for President-Elect, Vice President and Treasurer positions, along with nominees to the Board of Governors, the Commission on Accreditation for Corrections and the Delegate Assembly. Elias Diggins joined the Denver Sheriff’s Department (DSD) in 1994 as a deputy sheriff and has worked his way up through every rank, becoming the Sheriff in 2020. His journey in the DSD has taken him through various assignments including working in minimum, medium and maximum-security buildings. He also worked in the medical unit, oversaw programs, food service, transportation and was a member of the elite Emergency Response Unit, amongst other duties. Sheriff Diggins is an active member of the American Correctional Association (ACA), previously serving as a member of the Delegate Assembly, the Performance – Based Standards Committee and the Adult Local Detention Committee. His experience includes being an auditor for the Commission on Accreditation for Corrections (CAC), and he was elected to the Commission and served as the Chair. He currently is on the CAC as a Panel Chair. Sheriff Diggins is a former Board Member and a past President of the American Jail Association. He holds a Master of Public Administration Degree from the University of Colorado-Denver and a Bachelor of Science Degree from Metropolitan State University of Denver. He also is a Certified Correctional Executive through the ACA.

Bobby Lumpkin is a 35-year veteran of the Texas Department of Criminal Justice who began his career in 1990 as a correctional officer. Throughout his tenure, he has held various positions within the agency, giving him a wide variety of knowledge and experience. This diverse background prepared him for his current role as the agency’s Executive Director, where he oversees the operations of one of the largest adult criminal justice systems in the country. Mr. Lumpkin has served as President of the National Correctional Industries Association and Texas Corrections Association. Currently, he serves on the American Correctional Association Board of Governors for Corrections and previously served as a Commissioner on the Commission on Accreditation for Corrections. He is also a member of the American Probation and Parole Association and the North American Association of Wardens and Superintendents. Mr. Lumpkin received a Bachelor of Science in Criminal Justice and Corrections and a Master of Science in Criminal Justice Leadership and Management from Sam Houston State University.

Peter Grande is a Certified Correctional Executive and retired US Army Military Police Corps Lieutenant Colonel. He enlisted in 1974 as a correctional specialist and was promoted up the ranks to positions including Physical Security Chief-Europe, Warden, and Military Correctional Complex Chief of Staff. He has a Bachelor of Science Degree in Criminal Justice from Indiana University of Pennsylvania and a Master of Arts in Criminology and Corrections from Sam Houston State University. An American Correctional Association member since 1990, he currently serves on the Commission for Accreditation and the Performance-Based Standards Committee and was former Chair for Resolutions and Policy Development Advisory Committee. He was awarded The Order of the Marechaussee (Gold) by the MP Regimental Association, the Austin MacCormick Award by the Military Corrections Committee, and the Gold Volunteer Service Award by the President of the United States.

Joe Winkler has over 25 years of experience in Corrections. During his tenure with the Florida Department of Corrections he has advanced through the ranks starting as a Correctional Probation Officer to his current position as the Assistant Secretary of Community Corrections. In his current position, Director Winkler is responsible for providing support and policy direction to approximately 3,000 staff who supervise over 165,000 individuals. In addition, he provides oversight to the Bureau of Interstate Compact/Probation & Parole Field Services and the Bureau of Community Programs & Victim Services. Prior to his current position, Assistant Secretary Winkler has held several leadership positions in Community Corrections that have included a Probation Supervisor, Probation Senior Supervisor, Circuit Administrator in two Judicial Circuits, Northern Region Assistant Regional Director, Region 2 Director, and Director of Community Corrections. These assignments have provided him with valuable experience in critical agency missions within Community Corrections. Assistant Secretary Winkler is a graduate of Saint Leo University where he received a Bachelor’s Degree in Criminal Justice.

Dr. Anthony O. Vann brings more than 17 years of executive correctional leadership experience, including service as Chief Financial Officer and currently Chief Deputy Secretary of Administration for the North Carolina Department of Adult Correction, where he oversees a $2.4 billion budget. In 2022, he was appointed by Governor Roy Cooper to the Governor’s Task Force for Racial Equity in Criminal Justice (TREC). As ACA Treasurer, Dr. Vann has worked closely with ACA’s first Chief Financial Officer to strengthen accounting practices, reduce costs, and support the Association’s long-term financial stability and growth. He holds undergraduate and master’s degrees in Business Administration, a Doctor of Philosophy degree, executive leadership certification from the University of North Carolina at Chapel Hill, and a Diversity, Equity & Inclusion certification from Cornell University. He is also a certified John Maxwell Coach and Mentor. Dr. Vann has served as Vice President of Programs for the National Correctional Industries Association, President of the North Carolina Correctional Association, and has received numerous honors, including the 2024 Presidential Lifetime Achievement Award for Community Service. “It would be my esteemed honor to continue to serve you as the next Treasurer for ACA.”

Since 1987 Anne Walker has been President & CEO of the Alston Wilkes Society, a South Carolina statewide agency working with justice involved adults and youth, as well as veterans. She previously worked for the Society from 1972 to 1979. From 1979 to 1981 Anne was self-employed in the speaking/training field and then worked in higher education from 1981 to 1987. She received a Bachelor’s degree in sociology from Lander University and a Master’s degree in education from the University of South Carolina. She is a member of the South Carolina Correctional Association, a past President of the South Carolina Probation and Parole Association and a past President of the Board of Directors of the International Community Justice Association. She is also a member of the Association for Women Executives in Corrections. Anne is a past elected member of the Board of Governors of ACA, representing Community Corrections, and a past elected member of the Delegate Assembly. She has served as chair of ACA’s Congress of Corrections Program Committee, chair of the Credentials Committee, Professional Affiliates Committee and the Community Residential Committee. She is a past Chair & current Vice Chair of the Awards Committee, a past Chair of the Community Corrections Committee and Vice-Chair of the Constitution and Bylaws Committee. Ron Edwards is a nationally recognized corrections executive with more than 35 years of experience in correctional operations, leadership, accreditation, professional standards, and organizational management. Mr. Edwards began his career as a Correction Officer and rose through the ranks to become the Director of one of the largest county correctional systems in the United States. He also served as a Deputy Commissioner with the New York City Department of Correction, overseeing complex correctional operations, security management, staff development, compliance, and executive leadership functions. A retired law enforcement professional, Mr. Edwards currently serves in executive leadership and consulting roles involving correctional assessments, operational audits, accountability systems, policy development, and organizational reform initiatives. He is also a professor of Criminal Justice at the university level, teaching and mentoring future criminal justice professionals and correctional leaders. Mr. Edwards is an active auditor for the American Correctional Association and has conducted inspections and assessments of correctional facilities throughout the United States. He also serves as an instructor in correctional leadership and jail management. He believes the future of corrections depends upon professional leadership, accountability, training, staff wellness, and maintaining the highest standards of safety and integrity within our institutions.

Joseph W. Walters is a 33-year public safety veteran who was appointed the 11th Director of the Virginia Department of Corrections in January 2026. Previously, he served as Senior Deputy Director, overseeing the agency’s administrative, law enforcement, and support services. Walters began his career in local law enforcement in 1992 before joining the Virginia State Police in 1993, where he rose to the rank of Captain and Human Resource Director. He joined the Virginia Department of Corrections in 2015 as Human Resource Director and advanced through several leadership roles, including Deputy Director for Administration, chief law enforcement officer, and Senior Deputy Director. He holds a bachelor’s degree from Averett University and a Master of Public Administration from Virginia Tech and is currently pursuing a Ph.D. in Public Administration at Liberty University. Walters is an active member of the American Correctional Association and serves on numerous public safety and criminal justice boards and advisory committees.

Dan Johnson is an accomplished corrections professional with nearly 20 years of experience and currently serves as General Counsel for the Florida Department of Corrections, the third largest state prison system in the nation. He oversees a team of more than 75 legal professionals and directs the Department’s legal strategy, ethics compliance, and policy initiatives. Johnson also serves as Chair of the ACA Legal Issues Committee and previously chaired the Legislative Affairs Committee. A frequent national presenter, he has shared expertise on topics including restrictive housing, grievance procedures, legislative updates, and drone interdiction. Prior to his current role, he served as Deputy General Counsel for Litigation and held leadership positions within the Florida Attorney General’s Office. He earned both his Bachelor of Arts and Juris Doctor degrees from Florida State University and remains committed to advancing the corrections profession and supporting those who serve within it.

Christopher Carter began his career with the Texas Department of Criminal Justice over 31 years ago as a Correctional Officer in Beeville, Texas. Mr. Carter has promoted through the security ranks of Correctional Officer to Senior Warden. In 2017, he was promoted to the Deputy Director of the Administrative Review and Risk Management Division. In 2019, Mr. Carter was reassigned to the Rehabilitation Programs Division, where he promoted to the Division Director in June 2020. In October 2024, Mr. Carter was reassigned as the Director of the Chaplaincy and Volunteer Services Division (CVSD). He holds a Bachelor of Science Degree in Criminal Justice, and a Master of Science Degree in Criminal Justice Administration from Columbia Southern University. In February 2025, Mr. Carter obtained his certification as a Professional Life Coach (CPC) from the University of Houston. He also holds a Licensed Chemical Dependency Counselor Intern (LCDC-I) Certification from the Texas Health and Human Services Commission. Mr. Carter currently serves as an International Auditor for the American Correctional Association (ACA). In 2019, he served on the first team to audit and accredit a prison facility in the Middle East (Dubai Central). He currently serves as a member of the ACA Board of Governors and is the Vice Chairman of the ACA Adult Corrections Committee. He has served on the ACA Professional Development Committee, Corrections Award Committee, Substance Use Disorder Committee, Policy and Resolution Committee, ADHOC Committee on Restrictive Housing, and the ADHOC Behavior Intervention Committee. Richard D. Comerford serves as the Deputy Secretary of the Florida Department of Corrections, bringing more than 40 years of distinguished service to the nation’s third-largest state correctional system. His career includes 25 years in senior and executive leadership, with extensive experience in statewide operations, emergency management, investigations, and organizational oversight. He previously served as Assistant Deputy Secretary of Institutions, directing operations for 96,000 incarcerated individuals and 19,000 staff across 143 facilities. His leadership portfolio has included intelligence, admissions and release, classification management, emergency response, and major policy and audit initiatives. Earlier in his career, Comerford advanced through a broad range of supervisory, investigative, and command roles, including multiple warden and assistant warden assignments across the state. A graduate of the University of Florida, he has completed extensive executive training through FDLE, NIC, FEMA, and ACA. His accomplishments include presenting before the U.S. DOJ Review Panel on Prison Rape, developing Florida’s Rapid Response Team program, and establishing FDC’s centralized use of force review unit. His service has been recognized with multiple distinguished service awards at the state and regional levels. He is an active member of the American Correctional Association, Florida Sheriffs Association, and North American Association of Wardens & Superintendents, among other professional organizations.

Wayne Salisbury is a seasoned public safety executive with nearly 40 years of experience in corrections, law enforcement, and organizational leadership. He currently serves as Director of the Rhode Island Department of Corrections, providing strategic oversight of statewide correctional and probation operations. Rising through the ranks from Correctional Officer to Director, Salisbury has held leadership roles including Warden, Deputy Warden, and Assistant Director. He has extensive experience managing correctional institutions, budgets, workforce operations, policy development, and technology initiatives, with a focus on accountability, innovation, and operational excellence. Salisbury holds degrees in Public Administration, Criminal Justice, and Cyber Security and is a Certified Corrections Executive. He is an active member of the American Correctional Association and several national corrections organizations, contributing to initiatives focused on professional standards, technology, training, and public safety.

Vernise Robinson serves as the Workforce Development Administrator for the Office of Reentry within the Ohio Department of Rehabilitation and Correction. In this role, she is responsible for developing employer partnerships, assisting incarcerated individuals with resume development, and expanding workforce opportunities that support successful reentry and long-term employment outcomes upon their return to the community. Ms. Robinson’s career in public service within corrections spans 27 years and includes experience across institutional operations, victim services, parole and workforce development. She began her career as a Juvenile Correctional Officer with the Ohio Department of Youth Services before continuing her service with the Ohio Department of Rehabilitation and Correction in roles including Unit Staff, Victim Advocate, Parole Program Specialist, Parole Board Hearing Officer, and Assistant to the Regional Director within the Office of Prisons. Her diverse professional experience has provided her with a well-rounded understanding of corrections, reentry, and community supervision, further strengthening her commitment to helping men and women successfully transition back into their communities. Ms. Robinson is active in several professional organizations, including the American Correctional Association and the National Association of Blacks in Criminal Justice, where she is a Life Member, past President of the Ohio Chapter, and former National Secretary. Commissioner Randall Liberty has served as the Commissioner of the Maine Department of Corrections for eight years. He began his career at the Kennebec County Sheriff’s Office in 1989 as a Deputy Sheriff. Over twenty-six years, he served as a Sergeant, Staff Sergeant, Major, Chief Deputy and as the elected Sheriff for nine years. During his tenure as Chief and Sheriff, he implemented award winning programs for Justice Involved Military Veterans, treatment for substance use disorder and professional development of his team. He served as the President of the Maine Sheriffs Association, Maine’s Board of Corrections and as Chairman of the Board of Visitors at the University of Maine (Augusta). Commissioner Liberty served in the Army as a Military Policeman in Korea, and an additional twenty-one years in the Army National Guard and Army Reserves. During this time, he served as a Mountain Infantryman in Italy, as a Drill Sergeant, and as an Instructor at the U.S. Military Academy, West Point, NY. Liberty’s last assignment was in 2004 as the Command Sergeant Major of a Military Transition Team, imbedded with 772 Iraqi Infantryman in the City of Fallujah where he received the Bronze Star. Liberty is a three-time State of Maine Law Enforcement Officer of the year. He is a graduate of the FBI National Academy, the National Sheriffs Leadership Institute and the New England Chiefs of Police Command Course. He earned a Masters in Management and Leadership from Liberty University and a B.S. in Public Administration from the University of Maine (Augusta). Liberty served as the Warden of the Maine State Prison where he reduced restrictive housing, enhanced education, prioritized wellness for his staff and created a Veterans Pod. Prior to his appointment as Interim Director, Mr. Banks served in numerous leadership capacities including Security Supervisor, Correctional Major, Deputy Warden, Warden at two adult facilities, Regional Director in the Office of Prisons, and Deputy Director of Human Resources. He holds a Bachelor of Science in Correctional Administration and Management. Ed is Co-Chair of the ACA policy and resolution committee, contributing for over eight years, and has previously participated on the Delegate Assembly. Bryan Collier is currently the President of Business Development for VitalCore Health Strategies. In this role he works directly with state and county partners on healthcare delivery for their incarcerated populations. Prior to joining VitalCore, Collier served as the Executive Director of the Texas Department of Criminal Justice, a role he held for over nine years. In that role, he oversaw the operations of one of the largest adult criminal justice systems in the country, with responsibility of the confinement and care of over 140,000 people convicted of felony offenses, the supervision of roughly 490,000 people on probation or parole, and the management of nearly 37,000 employees statewide. Collier began his career in adult corrections more than four decades ago, having joined the TDCJ in 1985 as a clerk. Within that agency, he held a wide variety of positions agency, including correctional officer, parole officer, unit supervisor, program administrator, section director, parole division director, and deputy executive director. He is an active associate member of the Association of State Correctional Administrators and the American Correctional Association (ACA). He has served numerous committees for the ACA, including the Awards Committee, the Board of Governors, the Standards Committee and he currently serves as the Vice President for ACA. Collier received the Michael Franke award from the Correctional Leaders Association and the E. R Cass Correctional Achievement Award from the American Correctional Association. Collier formerly served as chair of the ACA Adult Corrections Committee, is a past member of the ACA Delegate Assembly, and a past member and president of the Texas Corrections Association (TCA).
