Sandra Hoover began her career in corrections in the early 1990s in Virginia as a certified corrections officer, building a strong foundation in institutional operations, safety, and accountability. She later transitioned into private business ownership, where she founded and led a company specializing in emergency medical training and certification. Under her leadership, the business delivered high-quality training solutions to major industries and manufacturers, including Fortune 500 organizations, reflecting her ability to build trusted partnerships and lead with discipline, credibility, and results. After earning her registered nurse licensure, Sandra returned to corrections and steadily advanced through a broad range of healthcare and executive leadership roles. Her career progression includes service as Director of Nursing, Health Services Administrator, Statewide Utilization Management Nurse Liaison, Utilization Management Director, and Vice President of Operations. Across these positions, she developed extensive expertise in clinical operations, contract performance, compliance, utilization management, and multidisciplinary team leadership within complex correctional healthcare environments. Sandra currently serves as Senior Vice President of Operations for VitalCore Health Strategies, where she provides executive oversight for healthcare contracts across state prison systems, jails, and detention centers throughout the East Coast. She is responsible for driving operational performance, supporting regulatory compliance, strengthening quality initiatives, and helping ensure the delivery of safe, effective, and accountable care in highly demanding settings.
