PROFESSIONAL BIOGRAPHY
Joel T. Andrade, PhD, is a nationally recognized correctional healthcare leader with a 29-year career focused on strengthening the systems that serve individuals who work and live in correctional environments. He has provided, directed, evaluated, and supported healthcare services in more than 20 state Departments of Corrections and 12 jail systems. Dr. Andrade was the clinical director for clinical services provided to the Massachusetts Department of Correction between 2010 and 2015. Throughout his career, Dr. Andrade has partnered with correctional leaders to elevate care, improve safety, reduce risk, strengthen accountability, and implement sustainable operational reforms. Dr. Andrade has published peer reviewed journal articles and book chapters and presented nationally on the most important issues in correctional healthcare and behavioral health including restrictive housing reform, violence risk assessment and intervention, suicide risk assessment and intervention, psychopathy, and treatment for serious mental illness in correctional settings. He is the author and editor of the Handbook of Violence Risk Assessment and Treatment: New Approaches for Mental Health Professionals. Across his applied and academic work, Dr. Andrade has focused on translating research, standards, and field experience into practical strategies that improve safety, reduce harm, and strengthen outcomes for staff, incarcerated individuals, and correctional systems. Dr. Andrade’s career has been guided by a commitment to advancing systems that are safe, humane, clinically sound, and grounded in the realities of daily operations. His work reflects a strong belief that quality healthcare is essential to ensure safer facilities, better outcomes, and reduce risk. As a healthcare representative, Dr. Andrade will bring to the American Correctional Association Board of Governors a practical, evidence-based, and nationally informed perspective on the essential role of healthcare in correctional systems.
