PROFESSIONAL BIOGRAPHY

Bryan Collier is currently the President of Business Development for VitalCore Health Strategies. In this role he works directly with state and county partners on healthcare delivery for their incarcerated populations. Prior to joining VitalCore, Collier served as the Executive Director of the Texas Department of Criminal Justice, a role he held for over nine years. In that role, he oversaw the operations of one of the largest adult criminal justice systems in the country, with responsibility of the confinement and care of over 140,000 people convicted of felony offenses, the supervision of roughly 490,000 people on probation or parole, and the management of nearly 37,000 employees statewide. Collier began his career in adult corrections more than four decades ago, having joined the TDCJ in 1985 as a clerk. Within that agency, he held a wide variety of positions agency, including correctional officer, parole officer, unit supervisor, program administrator, section director, parole division director, and deputy executive director. He is an active associate member of the Association of State Correctional Administrators and the American Correctional Association (ACA). He has served numerous committees for the ACA, including the Awards Committee, the Board of Governors, the Standards Committee and he currently serves as the Vice President for ACA. Collier received the Michael Franke award from the Correctional Leaders Association and the E. R Cass Correctional Achievement Award from the American Correctional Association. Collier formerly served as chair of the ACA Adult Corrections Committee, is a past member of the ACA Delegate Assembly, and a past member and president of the Texas Corrections Association (TCA). He has been recognized as one of the ACA’s “best in the business” and received the Dr. George J. Beto Hall of Honor award from the TCA in 2013. He has a BS in Criminology and Corrections from Sam Houston State University.
