PROFESSIONAL BIOGRAPHY

Lois Fegan has nearly 25 years of experience in corrections across local, state, and nonprofit sectors. She began her career in 2002 as a college intern with the Pennsylvania Department of Corrections as a Research Assistant, later joining the Correctional Education Association as a Research Analyst to support an evaluation of Pennsylvania’s prison education program. In 2005, Lois joined the Baltimore County Health Department as a Statistical Analyst, working with the jail population and community substance abuse programs. She moved to Virginia in 2007 to join the Virginia Department of Corrections (VADOC) as a Senior Research Analyst, spending 17 years with the agency in roles including Restrictive Housing Counselor, Operations Manager, Safety Specialist, and Program Administrator. In 2020, she became Administrator of VADOC’s Restrictive (now Restorative) Housing program and served as an adjunct facilitator for the National Institute of Corrections’ Managing Restrictive Housing Populations training. In 2024, Lois joined the Crime and Justice Institute as a Senior Policy Specialist, providing technical assistance to states reforming their restrictive housing practices. She returned to state service in 2025 and now works for the Virginia Department of Criminal Justice Programs as a Research Analyst, focusing on prisons, jails, and other criminal justice programs. Lois holds a Bachelor of Arts in Sociology and Criminal Justice, a Master of Science in Criminal Justice and Corrections, and is a certified Project Management Professional. She is active in the American Correctional Association and serves as Treasurer of the Virginia Correctional Association.
