PROFESSIONAL BIOGRAPHY

Christopher Carter began his career with the Texas Department of Criminal Justice over 31 years ago as a Correctional Officer in Beeville, Texas. Mr. Carter has promoted through the security ranks of Correctional Officer to Senior Warden. In 2017, he was promoted to the Deputy Director of the Administrative Review and Risk Management Division. In 2019, Mr. Carter was reassigned to the Rehabilitation Programs Division, where he promoted to the Division Director in June 2020. In October 2024, Mr. Carter was reassigned as the Director of the Chaplaincy and Volunteer Services Division (CVSD). He holds a Bachelor of Science Degree in Criminal Justice, and a Master of Science Degree in Criminal Justice Administration from Columbia Southern University. In February 2025, Mr. Carter obtained his certification as a Professional Life Coach (CPC) from the University of Houston. He also holds a Licensed Chemical Dependency Counselor Intern (LCDC-I) Certification from the Texas Health and Human Services Commission. Mr. Carter currently serves as an International Auditor for the American Correctional Association (ACA). In 2019, he served on the first team to audit and accredit a prison facility in the Middle East (Dubai Central). He currently serves as a member of the ACA Board of Governors and is the Vice Chairman of the ACA Adult Corrections Committee. He has served on the ACA Professional Development Committee, Corrections Award Committee, Substance Use Disorder Committee, Policy and Resolution Committee, ADHOC Committee on Restrictive Housing, and the ADHOC Behavior Intervention Committee. Mr. Carter also serves as the Texas Correctional Association (TCA) Board Secretary.
