PROFESSIONAL BIOGRAPHY

Lisa Kinard is the Victim Services Administrator for the Florida Department of Corrections and a graduate of Florida State University. With more than 40 years of service to FDC, she has held a variety of roles, including probation officer, prison classification officer, inmate transition coordinator, and Interstate Compact specialist. Since 2016, Kinard has led the Department’s Victim Services program, overseeing victim notification services, grant administration, and support for victims throughout the correctional process. She also serves as Florida’s Statewide VINE Program Manager and accompanies victims during capital case executions. A recognized leader in victim advocacy, Kinard serves in leadership roles with several national organizations, including the National Association of Victim Assistance in Corrections, the American Correctional Association, and the American Probation and Parole Association. She has received numerous professional honors, including the Joe Kegans Award and Victim Advocate of the Year Award, for her outstanding service and commitment to victims' rights.
