PROFESSIONAL BIOGRAPHY

Brian Breiten started his career with the Riverside County Sheriff’s Department in Southern California in 1999. He rose through the ranks from Correctional Deputy to Correctional Lieutenant; working assignments from Operations, Classification, Transportation, and Medical / Mental Health Liaison. He was a Training Officer, Emergency Response Team Leader, Use of Force / Defensive Tactics Instructor, and Academy Instructor; teaching courses such as Professionalism and Ethics, Communication, Inmate Supervision, PREA, and Suicide Prevention. As a Correctional Lieutenant, served as the Department PREA Manager and the Department Medical / Mental Health Liaison, overseeing a consent decree regarding medical and mental health care working closely along with the county Health Services Administrator and County Counsel handling all inmate complaints to the Prison Law Office and court appointed monitors. He also served as the Department Subject Matter Expert for all in custody death lawsuits. He left the Riverside County Sheriff’s Department in March 2025, to become the Assistant Director of Custody and Security for the St. Charles County Department of Corrections in St. Charles, Missouri. As Assistant Director of Custody and Security, Brian oversees both the security and booking divisions for the Department. He serves as Chair of the Classification Committee and created the Policy Committee to ensure all policies are up to date. Brian earned his CBHC certification from the ACA in 2017, received the FBI-LEEDA Trilogy award in 2021, and graduated from both the California Jail Command Academy and NIJO Elite Command Academy. He became a Certified Jail Manager in 2025.
