PROFESSIONAL BIOGRAPHY

Harold Clarke is one of the most respected leaders in the corrections profession, with nearly 50 years of experience in correctional administration. He began his career with the Nebraska Department of Corrections in 1974, rising through the ranks to become Director of the Nebraska Department of Correctional Services. He later served as Secretary of the Washington State Department of Corrections, Commissioner of the Massachusetts Department of Correction, and Director of the Virginia Department of Corrections from 2010 until his retirement in 2023. Throughout his distinguished career, Clarke served as President of the American Correctional Association and President of the Association of State Correctional Administrators. He was inducted as a Fellow of the National Academy of Public Administration in 2016 and has received numerous national honors, including the ACA E.R. Cass Lifetime Achievement Award and multiple leadership and innovation awards recognizing his lasting impact on the corrections profession.
