PROFESSIONAL BIOGRAPHY

Carla F. Joseph has served with the Davidson County Sheriff’s Office since 1998, advancing through the ranks while holding numerous leadership positions. Dedicated to professional development, she completed the Sam Houston State University Correctional Management Institute’s Warden’s Peer Interaction Program and the National Institute of Corrections’ Correctional Executive Excellence Program. She is also a Certified Jail Manager and holds certification in Correctional Behavioral Health. In 2017, Deputy Chief Joseph was selected to serve on the Transition Team responsible for coordinating the move into the 756-bed Downtown Detention Center, which opened in 2020. Her experience in criminal justice operations, budgeting, policy development, and departmental oversight led to her appointment as Chief of Security for the facility. Promoted to Deputy Chief of Corrections in 2023, she continued overseeing the Downtown Detention Center before transitioning in 2024 to the Sheriff’s Southeast Campus, where she managed four correctional facilities housing approximately 2,000 inmates. In this role, she has worked to streamline operations across case management, re-entry services, inmate programs, and treatment divisions to improve efficiency and better serve the inmate population. Deputy Chief Joseph recently returned to the Downtown Detention Center where she continues find ways to improve daily operations for the staff and inmates. Deputy Chief Joseph is committed to developing future leaders in corrections and fostering collaboration across divisions. As an active member of the American Correctional Association, she has served on the Delegate Assembly and currently serves on the Board of Governors.
