Cynthia O. Thornton is a distinguished corrections executive with more than 35 years of service to the State of North Carolina. She currently serves as Deputy Secretary of Institutions Administration, Programs and Standards for the North Carolina Department of Adult Correction, providing oversight of 55 state facilities, a $1.9 billion budget, and critical services supporting staff and incarcerated individuals statewide. Recognized as an expert in accreditation, policy development, institutional security, and rehabilitative programming, Thornton has led North Carolina’s successful agency-wide accreditation efforts, overseeing dozens of ACA audits and advancing quality assurance and compliance initiatives. Her previous leadership roles include Deputy Secretary of Professional Standards, Central Region Director, and the first female Warden of both Harnett and Neuse Correctional Institutions. Throughout her career, she has remained committed to operational excellence, staff development, and public safety.
