I am pleased to welcome you to Orlando, Florida, the site of ACA’s 2023 Winter Conference. It is a blessing to be able to bring corrections professionals from across our great country and from every corner of the globe together in friendship to sunny Orlando and explore new methods to advance the cause of corrections. As always, the women and men of corrections will be treated to ACA’s informational workshops, an enthralling general session, a bevy of continuing education opportunities, a host of top-quality exhibitors, quality speakers and networking opportunities to enrich every correctional professional who joins us in Orlando. I want to thank our host committee for their amazing work in putting together a conference experience which will be memorable and valuable for all attendees.

Most of all, I look forward to seeing, talking to and exchanging ideas with the outstanding women and men who make up my chosen profession. I have always been energized by your warmth, your dedication to adhering to the most rigorous standards and your genuine commitment to deliver the best outcomes for your staff and the incarcerated population you serve. On behalf of our American Correctional Association leadership, host committee and staff, I am pleased to welcome you to ACA’s Winter Conference in sunny Orlando, Florida. Although Orlando is world-renowned for its vacation spots, corrections professionals who come to this conference will spend some important time learning new skills, exchanging the latest ideas and deepening friendship and fellowship with other professionals from across the country and across the globe. I know this Conference features a wonderful variety of ways for our attendees to enhance their professional lives and be in fellowship with other corrections professionals. Please don’t miss our fantastic General Session and our other special events featuring speakers who will arm you with crucial information you will need to meet your challenges in the year ahead. In addition, we’ve lined up a splendid array of workshops on subjects which will give you important new knowledge.

ACA Executive Committee

The American Correctional Association’s Executive Committee for 2021-2023 is a true All-Star team of talented women and men from the field of corrections. The Officers of the Executive Committee are Tony C. Parker, president; Denise M. Robinson, president-elect; Tony M. Wilkes, vice-president; Harbans S. Deol, treasurer; and Gary C. Mohr immediate past-president. ACA’s Executive Director James A. Gondles, Jr. serves as secretary, while our Board of Governors representatives consist of Elizabeth F. Arthur and Derrick Schofield. Each officer serves a two-year term and is elected by the association’s membership from recommendations made by the Nominating Committee. Each one of these women and men bring experience, leadership and commitment to their calling of leading the corrections profession into tomorrow. We know each and every one is dedicated to excelling in the field of corrections in their communities and we value the determination, wisdom and talent they bring to ACA and for every correction professional worldwide. Presenter: B rendan Saloner, Ph.D. is a Bloomberg Associate Professor of American Health at Johns Hopkins School of Public Health. He is a health policy researcher who focuses on access to care for mar ginalized populations, especially people who use drugs and people in the criminal legal system. Dr. Saloner has published over 150 peer reviewed publications in leading journals such as Health Affairs and NEJM. His research has been funded by the National Institute on Drug Abuse, Bloomberg Philanthropies, Greenwall Foundation and Arnold Ventures. He frequently consults with federal, state and local governments. Dr. Saloner received a doctoral degree in Health Policy from Harvard University and was a Robert Wood Johnson Foundation Health and Society Scholar at the University of Pennsylvania. Session Overview: This talk discusses emerging trends in treating opioid use disorder in jails and prisons, and describes lessons learned from systems that have implemented comprehensive med

ication treatment programs and potential strategies to im prove access during and after incarceration. It also touches on potential opportunities to leverage federal Medicaid funding through 1115 waivers. Learning Objectives: • To identify recent trends in medication treatment for opioid use disorders in jails and prisons. • To describe policy opportunities to leverage new funding sources and federal flexibility.

Emmy Award-Winning Actor, Author, Director & Producer Monday, Jan. 30 9–10:30 a.m. Canary Ballroom H enry Winkler has enjoyed over four decades of success in Hollywood and continues to be in demand as an actor, producer and director. Winkler found massive success in the iconic role of Arthur Fonzarelli, aka “The Fonz,” in the TV series Happy Days . During his 10 years on the popular sitcom, he was nominated for numerous awards and his famous leather jacket and Fonzie’s lunch box became part of an exhibit at the Smithsonian Museum in 1980. Today, Winkler co-stars as acting teacher Gene Cousineau on the hit HBO dark comedy, Barry . In 2018, he won his first Primetime Emmy Award for Best Supporting Actor in a Comedy for his role on the series. Besides appearing in numerous film and television roles over the past four decades, Winkler has written, directed and produced a wide variety of films and television programs and is a New York Times bestselling author. Winkler has also had a lifetime struggle with undiagnosed dyslexia. He has worked tirelessly to bring awareness and support to children who learn differently by advocating for changes in the education system and informing parents and teachers about learning challenges. His charitable work includes Honorary Chairman of United Friends of the Children; Founding Member of the Children’s Action Network; the first National Honorary Chairman of the Epilepsy Foundation of America; National Chairman of the annual Toys for Tots campaign. Henry’s presentation is inspiring and entertaining. His humorous anecdotes and inspirational life lessons about overcoming adversity in his storied career in television and entertainment delight groups of all ages.

new things that will prepare them for a better life when they are released. The mission is to promote and prepare the offender to leave in better shape than when they arrived, giving them the best chance to never come back and thus lower the state’s recidivism rate.

Central Florida Reception Center The Main Unit provides the general reception process for the inmate population where all of the administrative, medical, mental health issues are handled pertaining to each inmate. Each Inmate received into CFRC is classified by their length of sentence, degree of crime and type of crime. The East Unit houses the Short Sentence Correctional Institution (SSCI) program where over 160 inmates who are on their first prison commitment and serving less than one year receive programs and classes separate from other general population inmates. These efforts are to facilitate a reduction in recidivism by providing the inmates with resources and training to foster healthy and sustainable personal improvement.

Kissimmee CRC Kissimmee Community Release Center is for state prison offenders sentenced up to 12 months. The inmates housed at Kissimmee CRC are placed according to their custody level (determined by a number of factors including the past criminal history and the length of their sentence). There are ample educational and vocational training programs for all inmates, especially ones that show a willingness to learn
