Policy on Masks ACA 152 nd Congress of Correction New Orleans Attention!

As you know, CDC has established guidelines on the wearing of masks during the COVID-19 pandemic. We recognize the guidelines have changed several times. The latest recommendation is to wear masks while inside buildings, whether or not you are vaccinated. The ACA staff will all be wearing masks and we urge you to wear a mask covering your nose and mouth. We also urge you to practice mitigation wherever possible. ACA is setting up our meetings to mitigate as much as possible. We want you to be safe and to be healthy. We hope you will support our request by masking, and if you haven’t already done so, by receiving vaccinations. Thank you once again for your attendance.

I am pleased to welcome you to New Orleans, Louisiana, the site of ACA’s 152 nd Congress of Correction. In a city known for hospitality and cultural diversity, I can’t wait for corrections professionals from across our great country and from every corner of the globe to come together in friendship and explore new methods to advance the cause of corrections. Bringing corrections professionals together in New Orleans, known for its melding of influences from many traditions, is a perfect way to develop and elevate the very best in correctional practices and procedures. As always, the women and men of corrections will be treated to ACA’s informative workshops, a memorable general session, a host of continuing education opportunities, a cavalcade of top-quality

exhibitors, top-notch speakers and networking opportunities to enrich every correctional professional who joins us in the Big Easy. I want to thank our host committee for their terrific performance in putting together a superb conference experience for all attendees. As always, I am especially looking forward to building and renewing relationships with the outstanding women and men who make up my chosen profession. I have always been renewed by your energy, your selfless dedication to the highest principles and your desire to help change the lives of your staff and the incarcerated population you serve. On behalf of our American Correctional Association leadership, host committee and staff, I am pleased to welcome you to the 152 nd Congress of Correction in New Orleans, Louisiana. Meeting in New Orleans, a crossroads of culture and commerce, is a testament to how important it is to meet and share our experiences, lessons and fellowship with corrections professionals from across our country and around the world. I’m pleased this Conference will feature many ways for our attendees to enrich their professional lives and enjoy the company of other corrections professionals. Please don’t miss our dynamic General Session and our other special events featuring speakers who will arm you with crucial information you will need to take on the challenges in the year ahead. In addition, take in as many of the

workshops we’ve created for you on subjects you’ll find of invaluable use in your duties. Our exhibitors will introduce you to the latest in technology and essential services in the world of corrections giving you the tools you’ll need to have the best year ever. In addition, one of the truly key elements of ACA’s 152 nd Congress of Correction is the exclusive opportunity to earn critical certifications and gain continuing education units. ACA Executive Committee

The American Correctional Association’s Executive Committee for 2021-2023 is a true All-Star team of talented women and men from the field of corrections. The Officers of the Executive Committee are Tony C. Parker, president; Denise M. Robinson, president-elect; Tony M. Wilkes, vice-president; Harbans S. Deol, treasurer; and Gary C. Mohr immediate past-president. ACA’s Executive Director James A. Gondles, Jr. serves as secretary, while our Board of Governors representatives consist of Elizabeth F. Arthur and Derrick Schofield. Each officer serves a two-year term and is elected by the association’s membership from recommendations made by the Nominating Committee. Each one of these women and men bring experience, leadership and commitment to their calling of leading the corrections profession into tomorrow. We know each and every one is dedicated to excelling in the field of corrections in their communities and we value the determination, wisdom and talent they bring to ACA and for every correction professional worldwide. General Information Badge Identification — Wear your ACA badge at all times during the ACA Congress of Correction. It is your passport to the General Session, Exhibit Hall, workshops and social events. There will be badge checkers at each event.

Badge Replacement — If you lose your badge, replace it at the ACA registration area for a $25 fee. Business Center — the UPS store is located inside the Convention Center. The hours are Monday to Friday 7 a.m.–4 p.m. and closed Saturday and Sunday. Cell Phones — Use of cell phones is not permitted in sessions, workshops or meetings. HEALTH CARE SPECIAL SESSION AND LUNCHEON Updates from a Federal Partner

KARHLTON MOORE Director Bureau of Justice Assistance

President Biden has appointed Karhlton F. Moore as Director of the Bureau of Justice Assistance (BJA), effective February 28, 2022.

Thursday, Aug. 4, 12–1:30 p.m. Ernest N. Morial Convention Center, La Nouvelle, Ballroom A Session Overview:

Presenter: P rior to joining BJA, Karhlton served as the Execu tive Director of Ohio’s Office of Criminal Justice Services where he oversaw state and federal grants for law enforcement, victim assistance, juvenile justice, crime prevention courts, anti-trafficking efforts, reentry, corrections programs, and traffic safety. He led Ohio’s grantmaking operations, advising the governor and the director of the Department of Public Safety on criminal justice strategies. He also served as the facilitator for former Ohio Governor John Kasich’s Task Force on Communi ty-Police Relations, precursor of the Ohio Collaborative Community-Police Advisory Board. Karhlton also served on the National Criminal Justice Association (NCJA) advi sory council and executive committee, and was president of NCJA’s board of directors. He also served on the steering committee of the Justice Counts initiative.

The Bureau of Justice Assistance (BJA) has partnered with the Centers for Disease Control and Prevention on the Detection and Mitigation of COVID-19 in Confinement Facilities program. This provides funding and technical assistance to state and local public health authorities to al low them to respond to COVID-19 in confinement facilities. Additionally, recruitment, retention and wellness of staff ranks are in the top three concerns that correctional leaders have identified. BJA is committed to collaborating and learning with correctional agencies, the American Correctional Association, and other stakeholders in the field. Finally, BJA, in partnership with the National Institute of Corrections and in conjunction with other stakeholders, are developing guidelines to help jail administrators in the detection and proper management of acute withdrawal from alcohol, sedative-hypnotic drugs, opioids and stimulants among individuals in custody. Objectives: • Participants will be able to explain strategies for Detection and Mitigation of COVID-19 in Confinement Facilities. • Participants will be able to report on updates with re cruitment, retention, and wellness of correctional staff. • Participants will be able to identify developing guide lines for management of acute withdrawal among individuals in custody.

A shley Judd is well known for dexterously star ring in both box office hits and for turning in unforgettable performances in fine indepen dent films. From her debut in Sundance Film Festival grand jury prize winner, Ruby In Paradise, to Where the Heart Is, Simon Burch, Helen, De-Lovely and Divine Secrets of the Ya-Ya Sisterhood, her films tell very personal stories — which is exactly what Judd does when she is not making movies. But the stories she tells are not about being a Golden Globe and Emmy-nominated actress or about making People magazine’s “50 Most Beautiful People” list three times. Presently, she serves as Global Goodwill Ambassa dor for UNFPA, is the Global Ambassador for Popula tion Services International (PSI), and also for Polaris

Project. She serves on the Advisory Boards of Inter national Center for Research on Women, Apne Aap Worldwide, and Demand Abolition. She is Chairperson of the Women’s Media Center Speech Project: Curbing Abuse, Expanding Freedom. She also serves on the Rape, Abuse & Incest National Network (RAIN). In 2017, she was the recipient of the Muhammad Ali Kentucky Humanitarian Award, and her alma mater, University of Kentucky, established the Ashley T. Judd Distinguished Graduate Fellowship in the Office for Policy Studies on Violence Against Women. She was also featured on the cover of TIME Magazine’s 2017 Person of the Year issue honoring the “The Silence Breakers, “the thousands of people across the world who have come forward with their experiences of sexu al harassment and assault.”
