KARHLTON MOORE Director Bureau of Justice Assistance

President Biden has appointed Karhlton F. Moore as Director of the Bureau of Justice Assistance (BJA), effective February 28, 2022.

Presenter: P rior to joining BJA, Karhlton served as the Execu tive Director of Ohio’s Office of Criminal Justice Services where he oversaw state and federal grants for law enforcement, victim assistance, juvenile justice, crime prevention courts, anti-trafficking efforts, reentry, corrections programs, and traffic safety. He led Ohio’s grantmaking operations, advising the governor and the director of the Department of Public Safety on criminal justice strategies. He also served as the facilitator for former Ohio Governor John Kasich’s Task Force on Communi ty-Police Relations, precursor of the Ohio Collaborative Community-Police Advisory Board. Karhlton also served on the National Criminal Justice Association (NCJA) advi sory council and executive committee, and was president of NCJA’s board of directors. He also served on the steering committee of the Justice Counts initiative.

The Bureau of Justice Assistance (BJA) has partnered with the Centers for Disease Control and Prevention on the Detection and Mitigation of COVID-19 in Confinement Facilities program. This provides funding and technical assistance to state and local public health authorities to al low them to respond to COVID-19 in confinement facilities. Additionally, recruitment, retention and wellness of staff ranks are in the top three concerns that correctional leaders have identified. BJA is committed to collaborating and learning with correctional agencies, the American Correctional Association, and other stakeholders in the field. Finally, BJA, in partnership with the National Institute of Corrections and in conjunction with other stakeholders, are developing guidelines to help jail administrators in the detection and proper management of acute withdrawal from alcohol, sedative-hypnotic drugs, opioids and stimulants among individuals in custody. Objectives: • Participants will be able to explain strategies for Detection and Mitigation of COVID-19 in Confinement Facilities. • Participants will be able to report on updates with re cruitment, retention, and wellness of correctional staff. • Participants will be able to identify developing guide lines for management of acute withdrawal among individuals in custody.
