Orleans Parish Jail Complex The Orleans Parish Sheriff’s Office (OPSO) includes the Orleans Justice Center (OJC) and the Temporary Mental Health Unit (TMHU) for male and female detainees and the Temporary Detention Center (TDC) for DOC community workers. Our three facilities, under the leadership of Sheriff Susan Hutson, can accommodate up to 1,697 residents. Rayburn Correctional Center* Description: Rayburn Correctional Center is a medium-security facility, housing an operational capacity of 1,314 offenders. The facility encompasses 1,025 acres, 45 of which are within the fenced compound. RCC boasts one of the most generous program offerings in the Louisiana penal system and is known as one of the most technologically savvy prisons as well. Every department, from medical to maintenance, is computerized, and data retrieval is efficiently compiled by made-to-order programs. Both offenders and staff scan IDs when moving to new locations throughout the facility, which provides a tracking record of rounds and program participation. An electronic notification system provides offenders with information on appointments and classes inside of the facility. An advanced system for video monitoring with recording capability is installed throughout the facility. The tour will include offender housing, work and programming areas. Rayburn Correctional Center, in conjunction with Northshore Community College and Ashland University, provides opportunities for Associate, Bachelor’s and Master’s degrees along with certification in Welding, Automotive, Building Technology, and Small Engine Repairs. RCC offers a Faith and Character Based program that provide offenders with spiritual and personal development and religious programs to include discipleship classes. Programs to reduce restricted housing are provided by mentors who live on the same units as the maximum custody offenders.
