Welcome to the 2020Winter Conference

WELCOME

I am so pleased to see the 2020 ACA Winter Conference held in beautiful San Diego because it is one of the most unique cities on the West Coast and in the United States. As we enter our 150 th year of championing the cause of corrections and correctional effectiveness, it’s only fitting that we begin this milestone year with a conference that our attendees will never forget. In this wonderful city, we have brought together some of the best and brightest in the corrections field in order to share the latest and most innovative developments in corrections.

You will find that we continue to offer a unique experience with ACA’s dynamic workshops, continuing education credits, state-of-the-art exhibitors, fascinating speakers and networking opportunities that are a must for anyone in our industry. I want to thank our generous host committee for meeting and exceeding all expectations. After participating in my first Congress of Correction as ACA president in Boston last summer, I am just as excited to attend my first Winter Conference as your elected leader. I look forward to serving as president during this historic year and seeing what comes from our association’s members as we begin a new decade.

Welcome to San Diego!

On behalf of our American Correctional Association leadership, host committee and staff, I’m excited to welcome you to the 2020 Winter Conference in San Diego! There is something quite unique in starting a new decade, and I’m delighted to start it in a city famed for its remarkable beauty and passion. Perhaps this year could be the beginning of a “new type” of Roaring ‘20s, only this time there would be prosperity, growth, excitement and full appreciation for everyone and everything that life has to offer. And what better way to make sure this decade is “roaring” than to kick it off with another amazing ACA conference. As is standard, this conference offers opportunities to attend groundbreaking sessions, workshops and special events only ACA can provide.

I invite you to experience as much as you can here in San Diego. The opening of the Exhibit Hall is always highly anticipated and features hundreds of vendors who showcase state-of-the-art technology and industry-leading products. ACA also strives to further the professional development of security and training professionals with certification and continuing education units. A hallmark of ACA’s conferences is the inspirational speakers that share their expertise and experience that have positively impacted the industry.

The American Correctional Association Executive Committee for 2019-2021 is truly extraordinary and as your president, I am honored to lead these fine women and men of corrections. They are: Tony C. Airline Ticket Drawing — The airline ticket drawings will take place on Sunday, Jan. 12, at 5:45 p.m. at the Exhibit Hall Open House Reception and on Monday, Jan. 13 at 1:45 p.m. in the Exhibit Hall. The Airline Ticket Drawings are sponosred by Keefe and MTC. Don’t forget to get your ticket stamped! Americans With Disabilities Act — If any guest needs assistance, please contact American Correctional Association show management at 703-981-4738. Annual Luncheon — Tuesday, Jan. 14 from 12:30-2 p.m. in the Convention Center, Ballroom 6A/B. No tickets are required; the luncheon is open to all attendees. See page 36. Badge Identification — Wear your ACA badge at all times during the ACA Winter Conference. It is your passport to the General Session, Exhibit Hall, workshops and social events. There will be badge checkers at each event. Badge Replacement — If you lose your badge, replace it at the ACA registration area for a $25 fee.

Solicitation — Solicitation by non-exhibitors is strictly prohibited. Any person representing a non-exhibitor and identified as soliciting in any area of ACA’s conference will have their credentials revoked and will be asked to leave the premises. Speaker Ready Room — Located in room 1A. Workshops — Content and speakers are subject to change. Seating at sessions is first come, first served. See pages 52-131. Worship Services — Scheduled during the conference. See page 39 for specific times and locations.

Materials/Distribution — Distribution of flyers, brochures or any other materials in and around all registration, workshop, exhibit and other conference areas is prohibited. Circulators or other promotional material may be distributed only within the exhibitor’s assigned booth. Any prohibited materials found will be removed immediately. Non-Exhibitor/Consultant — A company, firm, consultant or organization not assigned exhibit space must register as such and pay the non-exhibitor registration rate for the full conference and/or the daily registration. If non-exhibiting companies do not register as such, they will jeopardize their future participation in ACA events. There will be an additional monetary penalty as deemed necessary by ACA. Parking — Parking is available on-site and can be accessed between 1 st and 5 th Ave. Please call (619) 237-0399 for questions and rates. Photography — Still photography and video recording of any exhibit or function is prohibited within the exhibit hall, meeting rooms and lobbies. Exhibitors may take pictures only of their own booth, and only before and after show hours. Any photography or video recording during show hours must be approved by ACA show management. Session 1 • Essentials of Addiction Treatment – MAT Training for Correctional Staff Room 4 • 8 a.m – 10 a.m. This session is a multi-disciplinary services team approach to the evaluation and treatment of inmate patients with opioid use disor- ders. Benefits and limitations of available medications and differences between them are described. An approach to choosing first- and second-line treatments is also presented. Learning Objectives: You will gain an up-to-date, thorough understanding of opioid use disorders (OUD) in your correctional popula- tion, including future trends and strategies essential to assist this population in combating their disease. • With constant changes in the corrections field, you will learn how to manage this issue from a security perspective and, together with your treatment colleagues, ad- dress this epidemic. • Describe the different first- and second-line approaches to treat OUD and the process of shared decision making. Compounding the problem is confusion about what consti- tutes self-injurious behavior, how to define it, how to manage it and how to prevent it. This presentation will provide participants with the secrets, strategies and science that correctional agencies can use for better management and prevention of self-injurious behaviors. An innovative Self-Injury Profiling System will be introduced that can be us by administrators and front-line staff to develop effective Behavior Management Plans. The 12 critical guidelines for SIB prevention and management and example of clinically defensible documentation will be provided. Video clips and case studies will be used to highlight the successes of the profiling system and attendees will participate in the “profiling” of representative examples. This workshop will discuss the application of professional ethical standards within a correctional environment. Because not every conceivable situation can be covered in the written standards, we will educate and increase awareness of participants through discussion of relevant case examples. Special emphasis will be given to the role of conflict often encountered while providing competent medical and mental health care in a correctional setting. Topics covered will include confidentiality, competence, identifying the “client”, collaboration and relationships, and self-care. Circuit Court Judge, 4 th Judicial District State of Tennessee A former drug trafficking prosecutor, Judge Slone co-founded Tennessee’s 4 th judicial district’s Drug Recovery Court in 2009. He serves as Chairman of the 8 State Appalachian-Midwest Regional Judicial Opioid Initiative, the Tennessee Judicial Opioid Initiative and the Tennessee Judicial Conference Problem Solving The American Correctional Association is honored to announce this year’s guest speaker.

Court Committee. Judge Slone is a member of the National Judicial Opioid Task Force, the National Institute on Drug Abuse JCOIN Practitioner Board, and the SAMHSA’s Advisory Committee for Women’s Services. Judge Slone is the 2019 recipient of the National Center for State Courts’ William H. Rehnquist Award for Judicial Excellence, one of the highest judicial honors in the country.

F rom the cockpit to the boardroom, Shan- non Huffman Polson shares stories of grit and leadership to help others overcome fear, break through uncertainty, and reach their full potential. Shannon is a woman of many firsts. Among those high points, she is one of the first women to fly Apache combat helicopters in the U.S. Armed Forces, where she served on three continents and led two flight platoons and a line company. She is also the founder and CEO of The Grit Institute and the author of the memoir “North of Hope,” and the forthcoming book “The Grit Project.” After nearly a decade as an Army officer and attack aviation leader, and later as a leader and manager in the corporate sector at Guidant and Microsoft, Shannon turned her attention to storytelling, in part through her “Grit Project” blog and in her forthcoming book. In “The Grit Factor: Courage, Resilience and Leadership in the most Male Dominated Industry in the

World” (2020), Shannon shares her own critical leadership lessons along with candid stories of remarkable female leaders and trailblazers. Drawing on a distinguished military and corpo- rate career, she reveals her lessons learned and leadership strategies to help you harness your own inner strength, move beyond resistance, and attain your goals. With an emphasis on grit – which she describes as “a dogged determination in the face of difficult circumstances” – she demonstrates how to tap into that passion and resolve so you can face your limitations, own your sense of purpose, and become a leader of greatness.

East Mesa Detention Facility Description: The East Mesa Reentry Facility (EMRF) is a Type II medium security facility and rests on eight acres in south San Diego County near the Otay Mesa border crossing. It consists of six housing dormitories, recreation areas, a mess hall, several classrooms, counselor, medical, probation and administrative offices. The Sheriff’s Reentry Services Division is responsible for developing and providing services to meet the challenge of reducing recidivism through a coordinated comprehensive effort. EMRF is able to provide programs that focus on educational, vocational and psycho-social areas.

Las Colinas Detention and Reentry Facility

Description: The Las Colinas Detention and Reentry Facility (LCDRF) in Santee serves as the primary point of intake for women prisoners in San Diego County. LCDRF provides a greater range of housing options for inmates requiring segregation or special care for medical or mental health needs. With improved facilities and academic/ pre-employment classes, reentry services are another emphasis of LCDRF. Inmates will leave better prepared for successful reintegration to the community, lowering the chance of reoffending.

The Community Transition Center Description: The Community Transition Center (CTC), which is co-located at the Lighthouse residential treatment community, is a reentry center implemented in 2012. The center provides transportation for all clients released on Post Release community supervision back to the community from state prison for assessment and linkage to services. With onsite detoxification services, clients can stay at the center pending placement in long term programs, to include drug treatment and housing.

San Diego Probation Training Center

Description: The San Diego Probation Training Center opened in 2018 and provides officers from around the region with cutting-edge training opportunities, including scenario-based and interactive training. The facility features a wellness center, an auditorium, a mat-training room, a use-of-force simulator and a room with moveable walls with viewing from above for instructors.
