Room: National Harbor 15 A majority of the criminal justice population is impacted by substance use disorder (SUD) and due to the opioid epidemic and increased accessibility to fentanyl, drug overdoses in correctional settings have increased. This presentation will focus on how the VADOC has incorporated SUD treatment services throughout the agency to address inmates and probationers/ parolees needing treatment. The presentation will highlight the various treatment services available, including different levels of care, along with the specialized programs designed to target overdoses and fentanyl abuse. The presentation will focus on the collaborative effort between operations, programs and medical for a multi-disciplinary approach in corrections. Learning Objectives: • Explain substance use disorder as a chronic disease and the impact of opioids and fentanyl in corrections. • State understanding of various treatment modalities for substance use disorders in corrections. • Describe the importance of cross agency education on treatment of substance use disorder and collaboration both internally and externally. A-2M A Decade of Restrictive Housing Transition in the Virginia Department of Corrections Track: Prisons & Jails Room: National Harbor 14 For the past decade, the Virginia Department of Corrections (VADOC) has evolved in the use of Restrictive Housing in its correctional facilities. The agency shifted from a disciplinary model to a behavior model that focuses on individual risk and needs, diverting vulnerable populations and long-term public safety. In 2021, VADOC shifted from a Restrictive to a Restorative Housing concept. This transition culminated in the summer of 2023 with the passing of legislation in Virginia, codifying its Restorative Housing practices. This workshop will provide an overview of the steps taken in Virginia to lead the agency towards these reforms as well as its efforts to ensure compliance and accountability of the new law. Learning Objectives: • Learn the steps used to develop system wide change to reform the Restrictive Housing program. • Learn about the diversionary programs developed in Virginia in order to keep vulnerable populations out of Restrictive Housing. • Consider the impact of legislation and the resulting efforts to ensure compliance across a statewide correctional system.
