The Maryland Department of Public Safety and Correctional Services is proud to be the host of the American Correctional Association (ACA) 2024 Winter Conference at National Harbor, Maryland. As Secretary of the Department, I am delighted to welcome you to this conference. Corrections, Detention, Juvenile Services, and Community Supervision agencies are integral aspects of Public Safety that do not always receive the professional respect warranted by the critical missions they carry out. Our staff are the foundation of public safety, and they work tirelessly to ensure that supervision, risk assessments, transitional needs, and appropriate programming and services are available to our clients. We understand that what we do is the catalyst for positive change, rebuilding communities and supporting the family structure as we work to “leave no one behind.” Our staff postures themselves with respect, integrity, and accountability. Welcome to the ACA 2024 Winter Conference

WELCOME

It is my honor to welcome you to National Harbor, Maryland for ACA’s Winter Conference 2024. We are meeting near the Capital of the United States and in the vicinity of many impactful historical events. I won’t say this Conference will join that illustrious list, but I can certainly say that thousands of corrections professionals from all over the globe will come together to learn, debate and plan the future of our profession. Our all-star cast of corrections professionals are ready to facilitate remarkable workshop discussions and I am very excited to meet and hear from Misty Copeland, a prodigiously talented dancer, writer, producer and philanthropist at our General Session. In addition, I’m proud to announce our first-ever special symposium that will be running concurrently with the Winter Conference. The Education in Corrections Symposium will be a fast-paced and

thorough look at all aspects of the challenges faced by educators in the corrections sphere. The Gaylord National Harbor will be the scene of a huge exhibit hall filled with the very latest tools and technologies available in corrections. You will find many opportunities for networking and sharing information with dynamic professionals in the field. You will also be able to connect with many old friends and make many new friends during each day of the conference. None of this would be possible without the incredible work of our host committee, whose determined efforts and deep knowledge have driven every part of the planning process. On behalf of ACA’s leadership, I want to thank the host committee for their incredible work. It is always a joy to interact with the wonderful and talented people in this profession and I am looking forward to meeting many of you over the course of this conference. The American Correctional Association’s Executive Committee for 2023-2025 is a superb collection of talented women and men from the field of corrections. The Officers of the Executive Committee are Denise M. Robinson, president; Ricky D. Dixon, president-elect; Tyrone Oliver, vice-president; Harbans S. Deol, treasurer; and Tony C. Parker, immediate past-president. ACA’s Executive Director Robert L. Green serves as secretary, while our Board of Governors representatives consist of Burl Cain and Garry McFadden. Each officer serves a two-year term and is elected by the association’s membership from recommendations made by the Nominating Committee. Parking — Self-parking is available at the Gaylord National Resort & Convention Center for $36 a day. Valet parking is $59. Photography — Still photography and video recording of any exhibit or function is prohibited within the exhibit hall, meeting rooms and lobbies. Exhibitors may take pictures only of their own booth, and only before and after show hours. Any photography or video recording during show hours must be approved by ACA show management.

Correctional Education in the Digital Age: Maine’s DOC and Partner Share Lessons Learned from Embracing Normalized Access & Opportunity Over the past few years, the Maine Department of Corrections has dramatically increased opportunities in higher education for its residents through the use of technology. By completely restructuring its technology infrastructure, MDOC has developed a more secure network for residents. This process required substantial policy changes, forward-thinking decision-making and gaining buy-in from stakeholders. During this presentation, the audience will learn more about Maine’s approach, including: • MDOC’s ongoing partnership with its largest higher education provider, the University of Maine at Augusta, including:

How to Educate Your Legislature on Education in Corrections Legislative support is vital in enhancing and expanding education in corrections as it ensures the necessary resources, legal frameworks and standards are in place to promote rehabilitation, reduce recidivism and enhance the prospects of successful reentry into local communities for incarcerated people. This session focuses on the importance of educating your legislature about the impact of education programs for incarcerated people and how to build relationships with lawmakers who invest in the growth and development of education pathways in prison. Participants will hear how Texas and Washington State have been successful in partnering with the legislature to develop and receive funding requests, as well as strategies for engaging the lawmakers in your state to advance education in corrections in your state.

technology-related issues (email triangulation, etc.) • The strategic planning which moved the Department from limited stand-alone desktop-based applications to a much more open, yet secure, system with student residents able to access an approved internet, use email and engage in high-impact learning practices such as internships. • An overview of current practices that have resulted in MDOCs being able to provide a wide array of opportunities for undergraduate and graduate study, remote work (on a limited basis) and the ability to allow residents to use technology to engage in coordinated reentry planning and recovery programs. • Plans for future development, including increasing skill and resume-building opportunities for residents by expanding access to remote internships and jobs with external, community-based employers, with the goal of returning citizens being more likely to positively engage in the community and workforce upon release. Helping students become graduates is a vital role of education in corrections. This session will discuss how different states have engaged SESSION 3

in implementing different paths to graduation beyond only the most well-known and used high school equivalency. The session will show how bringing in alternate means of graduation can add great value to the corrections education portfolio. Florida’s 2 nd Chance — Pell and Other Higher Education Programs in the Florida Department of Corrections/Getting Started with Pell: Steps Taken and Lessons Learned in Texas This workshop aims to provide valuable, practical information related to the implementation of higher education programs in prison. The focus of the presentation will be the Second Chance Pell program at Columbia Correctional Institution — detailing the steps to implementation as well as the challenges and successes experienced along the way. The presenters will share some of Florida’s keys to success — support from the top, creating a community of participants and using a multidisciplinary approach to case management. This workshop will benefit any agency interested in or in the infancy stage of implementing higher education programs within their facilities. Support and guidance are vital when implementing postsecondary education programs funded through Federal Pell Grants.
