4B. PERFORMANCE-BASED STANDARD: TRANSPORTATION OF THE SPECIAL POPULATION EXPECTED PRACTICES

Written policy, procedure and practice provides for safe and secure trans port of inmates requiring transportation for a mental health condition. Mental health observation/crisis watch inmates are not transported while on any crisis precaution status unless they are being transferred to a higher level of care, to a medical facility for a medical emergency, or being returned to their parent institution following a medical emergency. 1. Inmate will receive an evaluation by a qualified mental health practitioner to determine resources needed to provide safe transport, i.e. type of transport (van, ambulance), type of restraints required (in collaboration with security staff). 2. Prior notification to the receiving facility. Comment : None. Protocols : Written policy and procedure; Agreements. Process Indicators : Transfer records; Transportation logs; Medical/mental health authority authorization for transport; Notification to receiving facility. Written policy, procedure and practice provide for the transport of special populations, including inmates with disabilities. Inmates in wheelchairs should only be transported in designated vehicles. Comment : Vehicles should meet ADA requirements when transporting inmates with disabilities. Protocols : Written policy and procedure. Process Indicators : Transport records; Photos of ADA transport vehicle; Observation.
