Comment : It is essential that the medical and the custody staff work cooperatively in the design and implementation of the medical-transport system. Consideration should balance issues of security as well as medical or psychological concerns about the use of restraint devices that may affect the inmate’s health condition or access to care. Protocols : Written policy and procedure; Transport form and log. Process Indicators : Inmate health records; Completed transport forms and log entries; Observation; Interviews. Written policy, procedure and practice require that medical appointments are scheduled by the health authority or designee. Appointments will be scheduled during normal business hours and with regard to travel times to and from the institution, unless security needs dictate another schedule. Comment : None.

Written policy, procedure and practice require the health authority and the Chief of Security or designee to coordinate regarding multiple routine appointments for any one specific inmate. Comment : Communication of inmate multiple routine appointments will assist security staff in ensuring routes are random and other security measures provided.
