Written policy, procedure, and practice require agency/facility to coordinate a plan for movement and security during inmate presence in the courthouse. Transport staff will be trained on the plan at least annually. Comment : Plan will include unloading and loading of inmates, secure escort, floor plans, indications of court officer positions/assignments, secure holding of inmates, etc. Protocols : Written policy and procedure. Process Indicators : Annual review of courthouse layout and staff positioning document; Training records. Written policy, procedure, and practice require that during an inmate’s pres ence in a court of law, the transport officer will follow the orders of the judge. If the judge’s order conflicts with agency policy, the transportation officer will notify the facility administrator or designee for direction/resolution. Comment : During court hearings, the inmate may be permitted by the judge to appear in civilian clothing and appropriate security precautions must be imple mented. Protocols : Written policy and procedures. Process Indicators : Transportation log/checklists; Judge’s order and documenta tion of contacting facility administrator or designee. Written policy, procedure, and practice provides that if an inmate is required to appear in court without restraint equipment, the officer(s) will ensure that all avenues of egress are secured and maintain security awareness. If restraints are removed for court appearance, the restraints will be reapplied as soon as possible following the inmate’s court appearance. Comment : None. Protocols : Written policy and procedure.
