Written policy, procedure, and practice require the Chief of Security or des ignee to be notified immediately concerning the transportation of multiple inmates (i.e., two or more) for routine medical services transport and super vision to determine the appropriate number of transport officers that will be assigned to provide commensurate level of security. Comment : None. Protocols : Written policy and procedure. Process Indicators : Documentation of communication and supervisor’s decision. Written policy, procedure and practice governs staff assigned to transpor tation details do not exceed time limits established in state and federal labor regulations. Staff hours should be documented. Comment : Most stringent regulations apply when conflict exists between state and federal regulations. Protocols : Written policy and procedure; Post orders. Process Indicators : Transportation logs/documentation; Staff schedule.

2K. PERFORMANCE-BASED STANDARD: ROUTE PLANNING EXPECTED PRACTICES

Written policy, procedure, and practice require transport staff to use the planned route to the destination. Deviations should be requested and report ed to supervisor/facility. Comment : Routes should be followed but when unplanned issues arise (i.e. road closures, etc.) changes in routes needed to be reported. Route planning should include avoiding heavy traffic areas, railroad crossings, etc. when possible. Protocols : Written policy and procedures. Process Indicators : Transportation logs; Records.
