2I. PERFORMANCE-BASED STANDARD: COMMUNICATIONS EXPECTED PRACTICES

Written policy, procedure and practice provide for a communications system between the transport staff, local institutions near transport routes and the emergency/law enforcement agencies in the event of urgent, special, or unusu al incidents, or emergency situations. Comment : Vehicles and staff should have communication capability with various agencies. Protocols : Written policy and procedure. Process Indicators : Staff interviews; Transport activity logs and documentation. (MANDATORY) Written policy, procedure, and practice require transport staff to communicate to the facility, transport location status and location changes, at designated intervals. Comment : Transportation staff should communicate at designated points with designated agency. Protocols : Written policy and procedures. Process Indicators : Transportation logs; Interviews.

2J. PERFORMANCE-BASED STANDARD: STAFFING EXPECTED PRACTICES

Written policy, procedure and practice include at minimum the number of staff necessary to transport and supervise an inmate based on custody level or security precautions. Comment : Staffing requirements should be based inmate custody level and risks. Includes inmates being transported for community service and work details. Protocols : Written policy and procedures. Process Indicators : Transportation logs; Observation; Staff interviews; Staff assignment survey.
