3. If time is a factor, staff will comply with the request to remove the restraints and will remain with the inmate to reapply restraints as soon as possible after the medical emergency is brought under control. Comments : Removal of restraints may be required for certain procedures that may require additional security measures in lieu of restraints. Protocols : Written policy and procedure; Post orders; Memorandum of Agree ment with hospital. Process Indicators : Logs or other documentation of communication with health care professional reference removal of restraints; Log of contacting Shift Super visor; Log of restraint removal and reapplying restraints. Written policy, procedure, and practice provides that when transportation vehicles are equipped with transportation security chains, the chains accom modate the maximum passenger capacity. This restraint device shall be used to maintain effective security and supervision of the inmate(s) in the event of an emergency exit of the vehicle. Comment : Security chains should not be applied or in use during transport. Chains should be used in the event of emergency evacuation of the transport vehicle for inmate security. Protocols : Written policy and procedures. Process Indicators : Transportation log; Vehicle inventory sheets; Pictures; Obser vation; Interviews.

2H. PERFORMANCE-BASED STANDARD: EMERGENCY EVACUATION OF VEHICLE EXPECTED PRACTICES

Written policy, procedure and practice provides for circumstances and directions under which inmates in a transportation vehicle will be evacuated from the vehicle. Procedure will include inmate accountability measures to be taken during emergency vehicle evacuation. Comment : It may be necessary to evacuate a transport vehicle due to life threat ening conditions (e.g. vehicle fire). Protocols : Written policy and procedure. Process Indicators : Incident report when evacuation required; Accountability during an evacuation; Staff training.
