2. Once no longer medically necessary, the alternate composite restraints will be replaced with metallic restraints.
Comment : Restraints are identified as alternate restraints if non-metallic. Protocols : Written policy and procedure. Process Indicators : Staff interviews; Public medical facility activity and restraint tracking documentation; Notification log. Written policy, procedure, and practice require that during outside transport, mechanical restraints will not be removed except when necessary to perform medical tests or medical evaluation as ordered by a Physician, Dentist, or other licensed health care professional (e.g., Physician Assistant, Registered Nurse, Optometrist, or Podiatrist). When both hand and leg restraints are used, the officer will only remove one set of restraints at a time. Alternative restraints will be utilized in those cases where nonmetallic restraints are acceptable and will be applied prior to the metal restraints being removed. The metal restraints will be reapplied immediately at the conclusion of the procedure and prior to removing the non-metallic restraints. Comment : None. Protocols : Written policy and procedures; Doctor's orders for limited restraints. Process Indicators : Transport equipment assigned; Documentation of use of non-metallic restraints; Reports of temporary removal of metal restraints. Written policy, procedure, and practice require that if a licensed health care professional requests both (all) restraints be removed at the same time, the highest-ranking officer present will: 1. Inform the requesting health care professional of all pertinent infor mation regarding the inmate’s length of sentence, custody and nature of her/his crime to substantiate the reluctance to remove all restraints. Contact the Shift Supervisor and advise her/him of the situation if the Physician insists that the restraints need to be removed. The Shift Supervisor will determine if additional staff is needed. 2. If time is not a factor, staff will inform the medical personnel that ad ditional staff are enroute and request a delay in proceeding until their arrival.
