Written policy, procedure, and practice provide that while in a public lo cation, such as a medical facility or court, transport staff inspect security restraints periodically to ensure restraints remain secure. Comment : None. Protocols : Written policy and procedure; Training curriculum. Process Indicators : Log; Staff interviews; Observation; Training records. Written policy, procedure and practice requires that security restraint equip ment will be double locked at all times while in transport status. Comment : None. Protocols : Written policy and procedure. Process Indicators : Transportation logs/checklists; Observation and interviews. When an inmate is placed into electronic restraints, the following minimum procedures are followed: 1. Applicable transport staff are trained in the use of electronic restraints. 2. The inmate is made aware of the restraints and any shock capabilities of the restraints. 3. Authority is granted by a supervisor prior to use. Comment : Use of electronic restraints should be properly documented. Protocols : Written policy and procedure; Training curriculum. Process Indicators : Logs; Training records; Restraint use records including medi cal clearance; Staff interviews. Written policy, procedure and practice provides that alternate restraints are used only when medically necessary, with the following prior consider ations made: 1. If time and circumstances allow, a security supervisor is made aware when restraints need to be removed and replaced with alternate composite restraints. 4. Medical staff clear the inmate prior to use. 5. All decisions and actions are documented.
