The institution or parent agency supports and engages in research activities relevant to its programs, services, and operations.

Comment : Research can assist in planning and establishing goals and objectives. Controlled studies, evaluations, and policy research, by developing new knowl- edge, can contribute to more efficient and effective institutional operations, pro- grams, and services and help increase public safety.

Protocols : Written policy and procedure.

Process Indicators : Documented research.

5-ACI-1F-14 (Ref. 4-4109)

Written policy, procedure, and practice provide that the warden/ superinten- dent encourages and uses research conducted by outside professionals.

Comment : Because of time and personnel constraints, few institutions can carry out internally all of the research needed. Institutions therefore should contract with responsible outside professionals to conduct needed research.

Process Indicators : Review of available research documentation. Staff interviews.

Operational personnel assist research personnel in carrying out research and evaluation.

Comment : A partnership between operations and research personnel is needed to determine research needs, establish priorities, and assist in the research design, data collection, assessment, and evaluation.
