Kathryn Clark Hall (VA) Chief Probation & Parole Officer Virginia Department of Corrections (VDOC)

Kathryn Clark Hall has worked in the criminal justice field for over 35 years, with specialization in community supervision of those released to probation, parole or post-release supervision. She has served as a police officer, jail counselor, probation & parole officer, Day Reporting Program director, regional manager and is presently the chief probation officer with the VDOC in Norfolk. She com - pleted additional certification as Workforce Development Specialist, and is a graduate of the Virginia Executive Institute. She serves as the co-convener of the Norfolk Re-Entry Council, is a member of the Norfolk Drug Court Advisory Board and is the co-chair of the Norfolk Evidence Based Decision Making Policy Team. She is a gradu - ate of Old Dominion University, and has completed post-graduate studies through Virginia Commonwealth University and the University of Richmond. Her professional affiliations include the Virginia Probation & Parole Association and the Virginia Correctional Association.

Joe Winkler (FL) Assistant Secretary Florida Department of Corrections

Joe Winkler is responsible for the statewide oversight of approximately 3,000 staff, operations in over 140 State Probation Offices, supervision of approximately 164,000 offenders, and a $215 mil - lion budget. These assignments have provided him valuable experience in critical agency missions within community corrections. In addition, he provides oversight to the Bureau of Interstate Compact and the Bureau of Community Programs & Victim Services. He serves on the Board of Directors with the Florida Association of Community Corrections and is the Florida Commissioner of Interstate Compact. Winkler is a graduate of the Florida Criminal Justice Executive Institute Senior Leadership Program and the National Institute of Corrections Probation and Parole Chief Executives Program.

Probation or Post-Release Supervision (Juvenile) (2 Positions)

Evangeline Ford (GA) Juvenile Probation/Parole Specialist III Georgia Department of Juvenile Justice

Evangeline Ford received her bachelor’s degree in criminal justice in 2009. Ford started her career with the Georgia Department of Juvenile Justice in 2004 as a juvenile correctional officer I. Since then, she has worked in several positions, four years as a juvenile probation/parole specialist I, five years as a juvenile probation/parole specialist II, and is currently serving in a supervisor role as a juve - nile probation/parole specialist III intake officer. Some major accomplishments include being selected by district directors as one of the probation officers to work in a brand new juvenile detention center, facilitating a Victim Impact Program with a partnering agency, becoming a certified sex offender treatment counselor, becoming a balance and restorative justice facilitator, and becoming certified in the Seven Challenges Substance Abuse program. Throughout her career, she has served on various committees including Child Fatality Committee, Focus Group, Collaborative Committee and more. Ford also participates in community services projects with the schools, churches and other community groups.
