David Tobin (OH) Parole Officer Supervisor Ohio Department of Youth Services
David Tobin has over 16 years of experience in probation and aftercare. Tobin began his career in 2002 as an intensive juvenile probation officer for Crawford County Juvenile Court. In 2006, he was hired as a juvenile parole officer for the Ohio Department of Youth Services, before being promoted to senior parole officer in 2012and later to his current position as a parole officer supervisor, which he’s worked as since 2015. Tobin has a Bachelor of Science in criminal justice from Bowling Green State University. Tobin is the current president of the Correctional Accreditation Association of Ohio. Tobin is an active member of ACA and has previously served as a delegate and probation/parole committee member from 2015-2017.
Julie Walburn (OH) Assistant Director Ohio Department of Youth Services (DYS)
Julie Walburn has more than 25 years of correctional experience. Prior to her service to the Ohio DYS, Walburn was the chief of staff of the Ohio Department of Health (ODH). Before joining ODH in 2013, Walburn served in a variety of leadership roles at the Ohio Department of Rehabilitation and Correction (DRC) and in the Ohio Attorney General Office’s Bureau of Criminal Investigation. She was promoted to ODH chief of staff in 2014. In this capacity, she spearheaded the realignment of the agency’s organizational structure to promote greater collaboration and operational effectiveness and efficiency. During her service of nearly 18 years at DRC, Walburn held roles including communications director and chief of the Bureau of Internal Audits and Standards Compliance. Walburn has served as a national speaker, trainer, auditor and audit chair - person. She has participated with the Correctional Accreditation Managers Association, Ohio Correctional and Court Services Association, Ohio Ex-Offender Reentry Coalition, and more. Her education includes a Master of Public Policy and Management degree from Ohio State University and a Bachelor of Arts degree from Wilmington College of Ohio.

Lorelei Ammons (KS) Chief Operating Officer – Clinical Affairs VitalCore Health Strategies
In 1997, Dr. Lorelei Ammons, PsyD began her career in correctional psychology working as a Clinical Supervisor, Forensic Psychologist, and Behavioral Health Coordinator. She was appointed as the behavioral health clinical oversight director of the Kansas DOC in 2008 and continued in that role until joining the team to launch VitalCore Health Strategies, LLC. She fulfilled her clinical psy - chology internship in 1993 at Walter Reed Army Medical Center, while active duty in the U.S. Army. Ammons has served as a member of ACA’s Commission on Accreditation and currently serves as a member of the Behavioral Health and Substance Use Disorder Committees. She has conducted behavioral health certification training for numerous state and local correctional programs across the United States. She was a member of the Human Traffick - ing Prevention Statistical Data Committee in Kansas, working in-hand with Operation Underground Railroad (O.U.R.), a group that saves individuals from human trafficking and exploitation, and helps survivors achieve recovery.
