Oscar Mendoza (TX) Deputy Executive Director Texas Department of Criminal Justice (TDCJ)

Oscar Mendoza has worked over 41 years for the TDCJ. He began his career in 1979 as a cor - rectional officer and was promoted through the ranks over the next 12 years. He has over 27 years’ experience in management and leadership, including 16 years as a warden, one year as a regional director, three years as deputy director, and three years as a division director. In 2016, he was se - lected to serve as the agency’s deputy executive director, where he assists in the daily operations and oversight of the TDCJ. Mendoza earned his Bachelor of Science and Master of Science in criminal justice from Kaplan University and is an active member of ACA and the Texas Corrections Association. He serves on the ACA Delegate As - sembly in the are of Correctional Administration (Adult).

William M. Powers (NY) Retired New York State Department of Corrections

William M. Powers is a third-generation New York State Department of Corrections and com - munity supervision employee (retiree). His career began in 1977 as a corrections officer and rose through the ranks to correction counselor, senior correction counselor, assistant deputy superin - tendent, deputy superintendent and superintendent. He has been assigned to maximum, medium, minimum, shock/boot camp, work release, residential alcohol and drug treatment facilities and male and female populations. Powers has been a member of ACA and CAYSA since 1983, NAAWS since 2002 and has been a certified ACA auditor since 2013 conducting domestic and international audits as well as policy, procedure and prac - tice reviews for correctional agencies. Powers has a master’s degree in criminal justice administration.

Correctional Administration (Juvenile) (2 Positions)

Thomas N. Faust (CA) Acting Chief Deputy, Juvenile Services County of Los Angeles Probation Department

Thomas N. Faust currently serves as acting chief deputy of Juvenile Services for Los Angeles County, CA., and the largest Probation Department in the United States. As acting chief deputy, Faust oversees all areas of Juvenile Services, including Juvenile Detention Services and Residential Treat - ment Services. Prior to joining L.A. County in 2018, he served as director of the D.C. Department of Corrections. In 1990, Faust was elected to his first four-year term as sheriff of Arlington County, Virginia, a position he held for three consecutive terms. After leaving the Sheriff’s Office in 2000, Faust assumed the position of executive director/chief operating officer (COO) of the National Sheriffs’Association (NSA). Faust’s corpo - rate experience includes work with Aramark Correctional Services as a V.P. for Client Relations. He also was in private practice as a criminal justice and corporate consultant for organizations offering a range of public safety and corrections related services. Faust received a Bachelor of Science degree from Virginia Tech and a Master of Public Administration from George Mason University.
