Jimmie Barrett (VA) Major Arlington County Sheriff’s Office
Maj. Jimmie Barrett has been employed with the Arlington County Sheriff’s Office since 1992. He has served in a number of roles within the office including housing unit deputy in the Sheriff’s Office Direct Supervision Detention Facility; the First Prison Rape Elimination Act (PREA) coordinator for the office — and successfully facilitated the office to its first PREA accreditation; assistant director of Operations and finally as the director of Corrections for approximately five years, of which he con - tinued the successful ACA accreditation for the detention facility on two separate occasions. Barrett has won numerous awards including a Valor Award from the Arlington Chamber of Commerce, President’s Award from the Court Officers & Deputies’Association, and Outstanding Young Deputy Sheriff from the Arlington County Jaycees. Barrett holds a master’s degree in public administration from George Mason University, and a bachelor’s degree in political science from Texas Lutheran University.
Brian D. Bivens (TN) Assistant Chief of Corrections Knox County Sheriff’s Office
Brian D. Bivens graduated from the University of Tennessee with a BA in sociology, concentrat - ing in criminal justice. He is currently working on his master’s degree in law enforcement leadership and management at Sam Houston State University. Bivens is a Certified Jail Manager by AJA and a Certified Corrections Executive by ACA. Bivens is a proud graduate of the National Jail Leader - ship Command Academy Class #24 and mentor to Class #30. Bivens began his career with the Knox County Sheriff’s Office in 1994. He is currently the Facility Commander of the Roger D. Wilson Detention Facility. He has implemented several innovative inmate programs include: unique work release for inmates incarcerated for Child Support, HUMV (Housing Unit for Military Veterans), and specialized programming for Seriously Mentally Ill. He and his staff recently partnered with Big Brothers Big Sisters and Ritta Elementary for the “Bigs in Blue” program.
Michael D. DeVoter (FL) Major Palm Beach County Sheriff’s Office
Since 1996, Michael D. DeVoter, CCM, CJM has worked at the Palm Beach County Sheriff’s Office (PBSO) progressing through the ranks and holding positions within the agency that include accreditation, security/administration, and training. Since his elevation to the rank of major, he oversees the security operations of two jail sites that make up PBSO’s Department of Corrections. He earned a bachelor’s degree in criminal justice from Florida Atlantic University and a master’s in public Administration at Barry University. He maintains credentials as an auditor for ACA and the Florida Corrections Accreditation Commission (FCAC), as well being a certified Florida Model Jail Inspector. He serves as a committee member on the ACAAdult Local Detention Facility (ALDF) committee. DeVoter is a current commissioner for Florida Corrections Accreditation Commission.
