Bobby Lumpkin (TX) Director of the Correctional Institutions Division Texas Department of Criminal Justice (TDCJ)
Bobby Lumpkin has 30 years of correctional experience with the TDCJ. From 2003 through 2007, he served as TDCJ’s ACA accreditation manager. Lumpkin has also served as the deputy director of the Private Facility Contract Monitoring Oversight Division and the director of the Manufacturing and Logistics Division. He currently serves as the director of the Correctional Institutions Division which oversees 94 facilities, approximately 121,000 offenders, and 26,600 employees. Lumpkin is a member of the North American Association of Wardens and Superintendents, vice president of the Texas Corrections Association, and supports the Correctional Peace Officers Foundation. He holds a Bachelor of Science in criminal justice and corrections, and a Master of Science in criminal justice leadership and management from Sam Houston State University.
Donald Stewart (TN) Senior Director for Security Operations and Intelligence CoreCivic
Donald Stewart began a correctional career in the early 1980s, initially with the Kentucky Department of Corrections. For the past 23 years, he has served with CoreCivic. Stewart began his career as a correctional officer, with a career progression through the roles of classification and treatment officer, lieutenant, captain, unit manager, assistant warden, and culminating his institu - tional service in the role of warden for 17 years. Stewart has served the most recent 10 years in the Facility Support Center serving as senior director, currently with responsibility for the Security Operations and Intel - ligence Unit. Stewart has led facilities ranging from minimum to maximum security, spanning both prisons and urban jails. Stewart has had the privilege of serving in Kentucky, Texas, Oklahoma, Georgia, North Carolina, New Mexico, Arizona, and Florida, before being assigned to the CoreCivic Facility Support Center in Nashville, TN. Stewart has Bachelor of Science degrees in animal science and biology and completed post graduate study at Eastern Kentucky University in criminal justice. Timothy C. Ward was appointed by Governor Brian P. Kemp as the commissioner of the Georgia Department of Corrections in February 2019.Ward began his career with the department in 1992 at Scott State Prison as a correctional officer. Ward was appointed by Governor Nathan Deal to serve as chief of staff in December 2016. He was then appointed by Governor Deal to serve as interim commissioner in November 2018. Ward holds a bachelor’s degree in criminal justice from Savannah State University and a master’s degree in public administration from Columbus State University. Ward serves as a board member on the Georgia Department of Public Safety, the Georgia Department of Community Supervision, the Crimi - nal Justice Coordinating Council, the Georgia Department of Behavioral Health and Developmental Disabilities, and presently serves on the ACA Commission on Accreditation. Ward is a member of the Correctional Leaders Association, Southern States Correctional Association, the Georgia Professional Association of Community Supervision, and the Georgia Prison Warden’s Association.
