Ricky Dixon (FL) Deputy Secretary Florida Department of Corrections

Ricky Dixon currently serves as the deputy secretary for the Florida Department of Corrections (FDC). As deputy secretary, Dixon is responsible for the overall operation of the agency, working collaboratively with each program area to ensure the mission and vision of the department are ac - complished. Dixon previously served as the deputy assistant secretary of Institutions for four years, responsible for the administration and management of FDC’s 50 major correctional institutions, comprised of 145 total facilities. Dixon began his career as a correctional officer in 1996. He promoted through the se - curity ranks and was appointed correctional officer colonel of Florida State Prison. Following this appointment, he was an assistant warden at Martin and Okeechobee Correctional Institutions and was later promoted to warden, a position he held at three state correctional institutions. He was then promoted to regional director of Institutions, overseeing approx - imately one third of Florida’s prisons. He was asked to assist with the development of the ACA’s Correctional Behavior Health Certification exam. Dixon has a bachelor’s degree in criminal justice from Florida Gulf Coast University and is a graduate of the Florida Department of Law Enforcement’s Executive Seminar. Michael Pacheco currently serves as warden at the Wyoming Medium Correction Institution (WMCI) since June 2020. Pacheco began his career in corrections in 1992 as a correctional officer at Wyoming State Penitentiary (WSP). During his tenure with the Wyoming Department of Corrections (WDOC), he has continued to hold positions of increasing responsibility. He sought and received promotions through the ranks of corporal and sergeant prior to being selected as unit manager in 2000. In 2009, he was chosen to serve as deputy warden for WMCI in Torrington, Wyoming when this new facility was under construction. Upon completion and activation of the new facility, he was promoted to warden at the Wyoming Honor Farm (WHF) in 2010 and served in that capacity until 2016. He then served as warden at WSP from 2016 to June 2020. Pacheco holds an associate degree in applied science. He is currently a Certified Correctional Executive (CCE) through ACA. Pacheco is also a trained National Institute of Corrections (NIC) security auditor with vast experience. His tenure with the WDOC gives him a well-rounded background in both security and case management operations within all security levels from death row/maximum custody to minimum security.
