Transformative Care Behind Bars: Building Compassionate End-of-Life Programs in Correctional Settings [CE|CME] Room 103 A Primary Community of Focus: Prisons Overview: This workshop examines the development and clinical integration of the Reception and Treatment Center’s Hospice Porter Program—an inmate-led, staff-supported model delivering evidence-based end-of-life care within a correctional environment. Participants will explore the program’s structure, interdisciplinary collaboration and measurable impacts on patient comfort, continuity of care and institutional culture. The session advances professional practice by demonstrating how humane, clinically sound palliative models can improve quality indicators, reduce crisis interventions and align with ACA standards for ethical and restorative care. Learning Objectives: • Identify essential clinical and operational elements for implementing a sustainable hospice program within a correctional healthcare system. • Identify the impact of correctional hospice on patients, families, incarcerated volunteers and staff. • Examine strategies for aligning correctional hospice initiatives with broader system goals and standards of care. Legal & Legislative Updates in Correctional Health Care [ Ψ CE|CE|CME| CERP] Room: 103 B Primary Community of Focus: Adult Corrections Overview: This workshop provides a foundational understanding of recent legal developments relating to healthcare in correctional facilities within the Second, Seventh, Ninth and Eleventh Circuits and their respective state jurisdictions. In particular, the case law, legislation and doctrinal discussions distinguish prevailing issues of (1) failure to provide care under the constitutional “deliberate indifference” standard, (2) treatment options for opioid use disorder among prisoners, and (3) recognition and review of gender-affirming care and services in facilities, including medical, mental health, housing and commissary. Recent attention to these issues reflects a general trend toward heightened efforts to recognize gaps in prisoner treatment and care. Learning Objectives: • Analyze recent developments and changes by synthesizing important court decisions, regulations and key provisions of newly enacted legislation. • Understand the impact these changes have on existing law by explaining how the new developments interact with and affect current legal and regulatory frameworks. • Evaluate potential legal risks and areas of uncertainty created by these recent developments. Moderator: Carol A. Moores , M.D., Deputy Commissioner/Chief Medical Officer, New York State Department of Corrections and Community Supervision, Albany, New York Speaker: Oriana L. Kiley , Esq., Partner, Whiteman Osterman & Hanna LLP, Albany, New York
