Delegate Assembly — Mental Health (2 Positions)
Joel T. Andrade (MA) Vice President and a Senior Expert Falcon Inc.
Joel T. Andrade, Ph.D., LICSW, has worked as a direct care clinician, expert witness, clinical di rector of a state correctional health program, and a private consultant. Dr. Andrade is currently the Vice President and a Senior Expert for Falcon Inc. Andrade is the author of peer-reviewed journal articles, books and book chapters, including the topics of recovery in correctional settings, violence risk assessment and risk management, and alternatives to segregation. He is the Editor of the Handbook of Violence Risk Assessment: A Practical Guide for Mental Health Professionals. He earned the degree of Doctor of Philosophy in Clinical Social Work with a concentration in Forensics from Boston College. He is a member of the American Correctional Association, the National Association of Social Workers, and the National Organization of Forensic Social Workers. Dr. Andrade has served on ACA’s Delegate Assembly as a Mental Health Representative since 2022 and has been a member of the ACA Behavioral Health Committee since 2016.
Lucy Easley (TN) Facility Administrator Davidson County Sheriff’s Office.
Lucy Easley began working in corrections in 2020. She now serves as the Facility Administra tor at the Behavioral Care Center (BCC), a state-licensed residential treatment program within the Davidson County Sheriff’s Office. Easley is a Licensed Professional Counselor and Mental Health Service Provider (LPC MHSP) in the state of Tennessee. Easley received her master’s degree in Clinical Mental Health Counseling from The University of Tennessee at Chattanooga and her un dergraduate degree in psychology from Murray State University.
Lewis “Jon” Peiper (NC) Director of Behavioral Health North Carolina Prison System
Lewis “Jon” Peiper is a Correctional Psychologist and the Director of Behavioral Health for the North Carolina prison system. Peiper is an active member in multiple professional organiza tions and has developed a broad perspective on the professional issues faced by Behavioral Health clinicians and other allied practitioners working within corrections across the country. Peiper is committed to fostering the application of psychological science, knowledge, and practice to promote the health and welfare of these systems, the people incarcerated within them, and the people work ing within them.
