David Flynn (WA) Health Services Assistant Secretary Washington State Department of Corrections

David Flynn served as the Superintendent, Associate Superintendent, and Correctional Captain leading both men’s and women’s prisons and as and as Chief Executive Officer overseeing civil com mitment with the Department of Social and Health Services. Flynn currently serves as the Health Services Assistant Secretary for the Washington State DOC. Flynn led the transformation of health care in WADOC. Flynn earned his master’s in public administration from the University of Washington’s Evan School of Public Policy and his bachelor’s from Saint Martin’s University. He also holds a certifi cate of executive leadership in health care from Harvard University. Flynn has twice been recognized as a Washington State DOC Supervisor of the Year. In 2021, he was a recipient of the Washington Governor’s Leadership in Manage ment Award.

Marlah H. Mardis (GA) Statewide Medical Director Georgia Department of Corrections (GDC)

Dr. Marlah H. Mardis worked for multiple correctional medicine vendors within the prison set ting and U.S. Marshals Detention Facilities in Tennessee and Alabama. She has held positions as a facility Site Medical Director and Assistant Statewide Medical Director. She has held positions as a facility Site Medical Director and Assistant Statewide Medical Director. Mardis is now the State wide Medical Director for the Georgia Department of Corrections (GDC) after being the Deputy Statewide Medical Director for two years. Mardis pursued medical education at Morehouse School of Medicine in Atlanta, Georgia. Dr. Mardis completed her residency in Family Medicine at Howard University Hospital in Washing ton, D.C. She received her Bachelor of Science Degree (Cum Laude) in Biology from Xavier University of Louisiana in New Orleans.

Myra Lander Walker (TX) Chief, Office of Professional Standards, Health Services Division Texas Department of Criminal Justice (TDCJ)

LTC Myra Lander Walker Myra has worked for the TDCJ since 2005 serving the agency as a nurse and Manager IV in the Office of Health Services Monitoring and overseeing the operational review compliance monitoring program. In 2007, Walker was appointed to her current position as the Chief for the Office of Professional Standards, overseeing 29 employees. Walker is a graduate of the University of Texas School of Nursing in El Paso, Texas, where she earned her Bachelor of Sci ence in Nursing in 1975. Walker served on Active Duty from 1981 to 1986 and in the Army Reserves/Inactive Reserves from 1986 to 2009. Walker is currently a member of ACA and has served as a Commissioner on Accreditation.
