Delegate Assembly

Pamela Hill (GA) Deputy Commissioner Department of Juvenile Justice

Pamela Hill started as a Juvenile Correctional Officer and has worked her way up to her current position as the Deputy Commissioner of the Division of Secure Facilities. Hill currently manages the daily operations of the 25 detention centers throughout the State of Georgia, which houses up to 1,200 juvenile offenders. Hill earned her Bachelor of Science from Georgia State University, and her Master of Public Administration from Troy University. Hill has served on the Juvenile Justice and Secure Operations Committee for the American Correctional Association (ACA) as well as an appointed delegate. Hill has served as both President and Vice President of the Georgia Juvenile Services Association (GJSA).

Carol Miller (OK) Deputy Director of Residential Placement Oklahoma Department of Correction

Carol Miller started her career as a Correctional Officer for the Oklahoma Department of Cor rection in 1988, then became a Correctional Case Manager. Miller then moved to the Department of Human Services in the TANF assistance program. She continued as a Unit Manager and Thera peutic Director in a female private prison in Mcloud, Oklahoma. In 2003, she started with the Oklahoma Office of Juvenile Affairs (OJA) as a Direct Care Specialist at Central Oklahoma Juve nile Facility (COJC). She then became a Juvenile Justice Specialist and then to Juvenile Probation. Miller then moved to the OJA State Office as a Program Manager in the Institutional Services Division. She became Assistant Deputy Director in 2014 and the OJA Deputy Director of Residential Placement in 2019. Miller holds a bachelor's degree in organizational leadership.

Christy Doyle (GA) Georgia Health Policy Center Georgia State University

Dr. Christy Doyle spent 23 years with the Georgia Department of Juvenile Justice, the last 12 of which she served as the agency Director of Behavioral Health. She has participated in numerous initiatives, including the development of the forensic peer mentoring program and certification, implementing trauma-informed and trauma-specific practices and treatment modalities in DJJ, and developing the state’s Suicide Prevention Strategic Plan. In her current capacity with the Geor gia Health Policy Center at Georgia State University, Dr. Doyle continues her research focus on mental health and criminal justice partnerships, including co-responder programs, Assisted Outpatient Treatment collaboratives, and outpatient competency restoration alternatives. She also provides research support to the criminal justice subcommit tees of Georgia’s Behavioral Health Reform and Innovation Commission. Dr. Doyle has been a member of ACA since 2007 and has served as a member of the Delegate Assembly since 2020.
