C-1E A Framework for Pretrial Justice: Essential Elements of an Effective Pretrial
System and Agency-NIC Track: ACA Resources Room: National Harbor 6
The National Institute of Corrections in collaboration with the Pretrial Executives Network (The PEN) seeks to define and support evidence-based practices that improve decision-making at the pretrial stage of our criminal justice system. Our goal is to enhance the safety of America’s communities and foster the fair administration of pretrial release and detention. With the release of A Framework for Pretrial Justice: Essential Elements of an Effective Pretrial System and Agency, NIC and The PEN helped inform the discussion on bail reform and pretrial justice by presenting and defining the fundamentals of an effective pretrial system and the essential elements of a high functioning pretrial services agency. This is a foundational document for the National Institute of Corrections and to the field as it describes these essential elements as well as the components of an evidence-based framework for improving pretrial outcomes nationwide. This document should serve as a guide for jurisdictions interested in improving their current pretrial systems. Learning Objectives: • Overview of A Framework for Pretrial Justice: Essential Elements of an Effective Pretrials System and Agency. • Highlight the fundamentals of an effective pretrial system and how you can take a system wide approach to bail reform to achieve the three M’s: Maximize Release, Maximize Court Appearance and Maximize Public Safety. • Provide the most current resources for pretrial service agencies.
