Written policy, procedure and practice requires that the facility/agency has a process in place to provide for security in the event of emergency vehicle/ aircraft in-transport rerouting. Comment : Transportation must be prepared to reroute to a new location due to an

emergency or when medically indicated. Protocols : Written policy and procedure. Process Indicators : Transport logs/documentation.

2O. PERFORMANCE-BASED STANDARD: PREGNANCY MANAGEMENT EXPECTED PRACTICES

Written policy, procedure, and practice, in general, prohibit the use of restraints on female inmates during active labor and the delivery of a child. Any deviation from the prohibition requires approval by and guidance on methodology from the medical authority and is based on documented serious security risks. The medical authority provides guidance on the use of restraints on pregnant inmates prior to active labor and delivery. Comment : Restraints on pregnant inmates during active labor and the delivery of a child should only be used in extreme instances and should not be applied for more time than is absolutely necessary. Restraints used on pregnant inmates prior to active labor and delivery should not put the pregnant inmate nor the fetus at risk. Protocols : Written policy and procedure. Process Indicators : Documentation of the details regarding security risk; Documentation of medical approval and guidance on methodology. Written policy and procedure require that restraints be removed if a health care provider has determined that restraining the pregnant or post-partum inmate poses a health risk to the inmate or the child. Comment : Restraints on pregnant or post-partem inmates may need to be removed for medical procedures as determined by the health care provider. Protocols : Written policy and procedure. Process Indicators : Documentation of removal of restraints to include name of health care provider.
