Foreword This Performance-Based Standards and Expected Practices for Juvenile Cor rectional Facilities manual, Fifth Edition captures improvements in juvenile man agement as well as new directions and new thinking for the future. For juvenile facilities using this manual, it will help to operate more effective programs while adhering to ACA performance-based standards and expected practices. A first major initiative for ACA, our Committee on Performance-Based Stan dards, and the Commission on Accreditation for Corrections was the drafting and adoption of expected practices for Separation. A second major initiative was the drafting and adoption of expected practices for Behavioral Intervention to replace the term “use of force”. The committee also updated definitions. The expected prac tices, published for the first time in this manual, will serve to reform all aspects of separation practices and the use of behavioral intervention to settle conflicts or present certain actions by applying measures to either dissuade another party from a particular course of action or physically intervene to stop them. They signify an advancement of the current requirements and encourage correctional leaders and staff whose agencies and facilities are accredited by ACA to achieve and adhere to more rigorous, progressive guidelines for dealing with juveniles. The Fifth Edition captures all of the advancements made in juvenile facility management since the Fourth Edition was published. It establishes a new direction and way of thinking regarding the future of this profession. The American Correc tional Association will always be committed to promoting and improving the field of corrections while providing correctional professionals with the support they need to face their day-to-day challenges.
