5C-4. - PERFORMANCE-BASED STANDARD: PROFESSIONAL HEALTH SERVICES Health services are provided in a professionally acceptable manner including the requirement that all staff be adequately trained and qualified and can demonstrate competency in their assigned duties. EXPECTED PRACTICES Health-Care-Personnel Qualifications 4-JCF-4C-52 (Ref 4-JCF-4C-51) The duties and responsibilities of qualified health care professionals and health care practitioners are governed by written job descriptions, contracts, or a written agreement approved by the health authority. Verification of cur rent job descriptions is on file in the facility.

Comment : Job descriptions should include qualifications and specific duties and responsibilities. An agency would define currency verification of job descriptions in policy as practice varies from state to state. Some states have online access to medical-license-renewal information; others require that verification be submitted in paper copy to a supervisor or a personnel file.

Supervision 5-JCF-5C-53 (Ref 4-JCF-4C-52)

When qualified health care professionals are not on duty, a health-trained staff person coordinates the health-delivery services under the joint supervi sion of the health authority and the facility administrator Comment : Duties may include reviewing receiving-screening forms for needed follow-up, readying juveniles and their records for health call, and assisting in car rying out orders regarding such matters as diets, housing, work assignments, and administration of medication in accordance with state and federal law.
