1C. - PERFORMANCE-BASED STANDARD: HOUSING AND ADEQUATE SPACE Juvenile housing areas are the foundation of institutional living and must pro mote the safety and well-being of both juveniles and staff. EXPECTED PRACTICES Single-Occupancy Living Units

Living units that are designed primarily for single occupancy provide the following: • Some degree of privacy with at least 35 unencumbered square feet per occupant • When confinement exceeds 10 hours per day, there are at least 80 square feet per occupant • A bed for each juvenile • Adequate storage space for clothing and personal belongings for each juvenile • A desk and a chair or stool for each juvenile • Access to toilets and a washbasin with hot and cold running water 24 hours per day with staff assistance Multiple-occupancy rooms to include open-bay dormitories provide: 1 Some degree of privacy with at least 25 square feet of unencumbered space per occupant 2. When confinement exceeds 10 hours per day there are at least 80 square feet per occupant 3 A bed for each juvenile 4 Adequate storage space for clothing and personal belongings for each ju venile 5 A writing surface 6 Access to toilets and a washbasin with hot and cold running water 24 hours per day Comment : Unencumbered space is usable space that is not encumbered by furnish ings or fixtures. In determining the unencumbered space in the cell or room, the total square footage is obtained and the square footage of fixtures and equipment is subtracted. All furnishings must be in an operable position.
