5C-2. - PERFORMANCE-BASED STANDARD: HEALTH-CARE ADMINISTRATION The facility’s health care services program is administered efficiently and re sponsibly and is evaluated and continually improved. EXPECTED PRACTICES Health Authority 5-JCF-5C-35 (Ref 4-JCF-4C-34) (MANDATORY) The facility has a designated health authority with respon sibility for ongoing health care services pursuant to a written agreement, con tract, or job description Such responsibilities shall include the following: 1. Defining the scope of health-care services. 2 Developing a facility’s operational-health policies and procedures

3 Developing mechanisms, including written agreements, when necessary, to assure that the scope of services is provided and properly monitored The health authority may be a physician, health-services administrator, or health agency. When the health authority is other than a physician, final clini cal judgment rests with a single, designated, responsible physician The health authority is authorized and responsible for making decisions about the de ployment of health resources and the day-to-day operations of the health-ser vices program Comment : The health authority and health-services administrator may be the same person. The responsibility of the health authority includes arranging for all levels of health services, assuring the quality of all health services, and assuring juveniles have access to them. Health services provide for the physical and mental well-be ing of the juvenile population and should include medical and dental services, mental health services, nursing care, personal hygiene, dietary services, health ed ucation, and attending to environmental conditions. While overall responsibility may be assumed at the central office level, it is essential each facility have an on site health-services administrator.
