According to the U.S. Fire Administration, a part of the Department of Homeland Security’s Federal Emergency Management Agency, the leading causes of fire- re lated death are smoking and arson. Prohibiting smoking, lighters, and matches will greatly reduce the risk of accidental and deliberate fire.
Protocol : Written policy and procedure.
Process Indicators : Fire-resistance specifications for furnishings and interior finish on materials; documentation of approval by external authority; control and inven tory logs for flammable items.

(MANDATORY) Toxic and caustic materials are controlled, handled, labeled, and stored properly 1 Staff and juveniles are trained in the proper use and safe handling of toxic and caustic materials 2 Material Safety Data Sheets (MSDS), personal protective equipment, emergency spill kits, and eyewash stations are available, as required by federal, state, and local safety codes Comment : Whenever possible, toxic and caustic chemicals (especially those used in housing areas) should be replaced by a nontoxic or noncaustic alternative. Toxic and caustic chemicals should be inventoried, tracked, and their access/use by juve niles strictly controlled and supervised. Protocol : Written policy and procedure; federal, state, or local safety codes; inter nal inspection forms. Process Indicators : Inventory and tracking sheets, results of internal inspections; reports from external inspections; staff/juvenile training records; observations.
