Withdrawal Management

(MANDATORY) Withdrawal management from alcohol, opiates, hypnotics, other stimulants, and sedative hypnotic drugs is conducted under direct med ical supervision when performed at the facility or is conducted in a hospital or community treatment center. Specific guidelines are followed for the treat ment and observations of individuals manifesting mild or moderate symptoms of intoxication or withdrawal from alcohol and/or other drugs Offenders ex periencing severe, life-threatening intoxication (an overdose), or withdrawal are transferred under appropriate security conditions to a facility where spe cialized care is available Comment : Medical treatment should include current medications that are indicated to prevent serious withdrawal symptoms, and within the facility include period ic monitoring with documentation of decompensation and/or significant changes which require additional intervention or referral to a qualified outside facility.

Medical Transportation 5-JCF-5C-14 (Ref 4-JCF-4C-14)

A transportation system that assures timely access to health services that are only available outside the correctional facility is required Such a system shall address the following: 1 Security procedures providing for nonemergency (standard) and emer gency (ambulance) transport of juveniles 2. Medically sensitive conditions and/or specific precautions to be taken by transportation officer(s) are addressed and documented prior to trans port 3 Use of a medical escort to accompany security staff, if indicated 4 Transfer of medical information for continuity of care Comment : The safe and timely transportation of juveniles for medical, mental health, and dental appointments is the joint responsibility of the facility or program administrator and the health authority. It is essential the medical and custody staffs work cooperatively in determining conditions of transportation and necessary se curity precautions when a juvenile needs to be transported to another facility or provider. Consideration should balance issues of security as well as medical or psychological concerns about the use of restraint devices that may affect the juve nile’s health condition or access to care.
