3B. - PERFORMANCE-BASED STANDARD: JUVENILE DISCIPLINE Alleged rule violations, which may result in major sanctions including loss of liberty, are handled in a manner that provides juveniles with appropriate proce dural safeguards. Juveniles comply with rules and regulations. There are re wards for positive behavior and sanctions for failure to comply with facility rules.

EXPECTED PRACTICES Juvenile Handbook 5-JCF-3B-01 (Ref 4-JCF-3B-01)

Within 24 hours of admission, facility staff provide a rulebook and discuss with the juvenile the following: • Rules governing conduct

• Chargeable offenses • The range of penalties • Disciplinary procedures • Incentives for good behavior

This information is provided to juveniles in a written and/or electronic for mat If the juvenile handbook is provided electronically, juveniles in segrega tion are provided the information in a written format so their access to the in formation is not impeded by their custody status The handbook is translated into those languages spoken by significant numbers of juveniles. Comment : The use of electronic kiosks is allowed as a means of providing the ju venile handbook. Agencies using such kiosks should implement strategies to allow access to this information by general population juveniles without interference by facility staff without a valid security-related reason. Juveniles who are unable to read and write should be assisted through case management services provided by the facility.
