The use and security of facility vehicles must be maintained at all times Keys and responsibility for certain vehicles may be assigned to specific staff, but one person controls the pool vehicles Comment : Written policies and procedures state the condition under which juve niles may drive vehicles.

Tool Control 5-JCF-2A-28 (Ref 4-JCF-2A-25)
(MANDATORY) There is a system that governs the control and use of tools, including culinary and medical equipment Provision is made for identifying or classifying tools and utensils that can cause death or serious injury Provi sions are made for checking tools and utensils in and out based on their level of risk Provisions are also in place to control their use at all times

Supervision of Service Personnel 5-JCF-2A-29 (Ref 4-JCF-2A-26)
Service personnel other than facility staff perform work in the facility only under direct and continuous supervision of facility staff in those areas per- mitting contact with juveniles Comment : To preclude passage of contraband and to avoid any unnecessary con tact of juveniles with outsiders, no repair or service personnel or vendors should function in juvenile correctional facilities or training schools.
