Preservation of Evidence 5-JCF-2A-24 (Ref 4-JCF-2A-21)

Physical evidence obtained in connection with a violation of law or institu tional regulation is preserved, controlled, and/or disposed of addressing the following:

1 Chain of custody 2 Evidence handling 3 Location and storage requirements

Comment : Strict accountability of physical evidence collected in connection with a crime must be established to preserve the integrity of the disciplinary and/or legal process. Minor rule violations are exempt from the procedural requirements of evidence control, preservation, and disposition.

Strip Searches 5-JCF-2A-25 (Ref 4-JCF-2A-22)

Strip searches are conducted in private and based on the reasonable belief that the juvenile is carrying contraband or other prohibited material In all cases, the inspection is conducted by trained personnel of the same sex Comment : A strip search is inclusive of the oral cavity. Protocols : Written policy and procedure reviewed and signed by medical director and administrator.

Process Indicators : Inspection reports; staff training records.

Key Control 5-JCF-2A-26 (Ref 4-JCF-2A-23)

(MANDATORY) There is a system to govern the control and use of keys Keys are issued from a central location There is an accountability system that pro vides for, but is not limited to, the following: 1 Keys are stored so their presence or absence can be easily determined 2 A log is maintained to record the number of each key, the location of the lock, the number of keys to that lock, and the names of all employees pos sessing the key 3 Emergency keys are checked at least quarterly to make sure they function properly 4. Fire and emergency keys are color coded and marked for identification by touch
