7E. - PERFORMANCE-BASED STANDARD: TRAINING AND STAFF DEVELOPMENT Staff receive appropriate and ongoing training. EXPECTED PRACTICES Staff Development 5-JCF-7E-01 (Ref 4-JCF-6E-01) The facility’s staff development and training program is planned, coordinat ed, and supervised by a qualified employee.

Comment : The training plan should be responsive to position requirements, pro fessional development needs, current issues, and new theories, techniques, and technologies.

Protocols : Written policy and procedure; staff development program; training plan.

Process Indicators : Training records.

Training Plan 5-JCF-7E-02 (Ref 4-JCF-6E-02)

The training plan is developed, evaluated, and updated based on an annu al assessment that identifies current job-related training needs. The training plan is reviewed annually Comment : The training plan should include all pre-service, in-service, and special ized training curricula, with specific timelines for completing each training unit. The plan should consider the facility’s mission, physical characteristics, and spe cific juvenile populations. The annual needs assessment may require information from many sources: observations and analysis of job components, staff surveys re garding training needs, reviews of facility operations, staff reports, and evaluations and findings from sources within and outside the jurisdiction. Process Indicators : Training needs assessment; documentation of annual review and revision; training records; job/task analysis.

Training Advisory Committee 5-JCF-7E-03 (Ref 4-JCF-6E-03)

The facility’s training plan is developed by an advisory training committee composed of the facility’s training coordinator and representatives from other institutional departments The committee meets at least quarterly to review progress and resolve problems, and a written record of these meetings is for warded to the facility’s administrator
