There is sufficient space for a 24-hour control center for monitoring and coor dinating the facility’s internal and external security systems, communications systems, safety alarms and detection systems, and other mechanical and elec trical systems The communication system includes alternate communication systems to supplement direct staff supervision activities between the control center and the juvenile living areas The control center provides staff access to a washbasin and toilet Comment : An electronic communication system is not to be used as a substitute for staff supervision.

Perimeter Security 5-JCF-2A-03 (Ref 4-JCF-2A-03)
The facility’s perimeter is controlled by appropriate means to ensure juve niles remain within the perimeter and to prevent access by the general public without proper authorization Pedestrians and vehicles enter and leave at des ignated points within the perimeter Comment : Perimeter security reflects the facility’s needs based on size and the degree of security required. Perimeter surveillance can be maintained through me chanical surveillance devices (for example, electronic, pressure, or sound- detec tion systems), mobile patrols, or some combination of these techniques. All areas adjacent to the perimeter are visible under all conditions.

Juvenile Counts 5-JCF-2A-04 (Ref 4-JCF-2A-04)
The facility has a system for physically counting juveniles and maintains a daily report on juvenile population movement The daily report indicates the number of juveniles in the facility, their names, identifying numbers, hous ing assignments, the number and types of admissions and releases, and the count at the close of the day The system provides accountability for juveniles assigned to work and educational release, furloughs, and other approved tem porary absences There is at least one juvenile count per shift Comment : Counts are scheduled so that they do not conflict with activity programs and normal operating procedures. The staff member responsible for maintaining the master count record has up-to-the-minute information regarding all juvenile housing moves, work assignment changes, hospital admissions, and so forth.
